The Tennessee Valley Authority and GE Hitachi Nuclear Energy (GEH) have signed an agreement to support planning and preliminary licensing for the potential deployment of a BWRX-300 small modular reactor at the Clinch River site near Oak Ridge, Tenn., the utility’s president and chief executive officer, Jeff Lyash, announced last week.

An evolution of GEH’s 1,520-MWe Generation III+ ESBWR design, the BWRX-300 is a 300-MWe water-cooled, natural-circulation SMR with passive safety systems.

NN Asks: How do a meteorologist’s forecasts shape nuclear utility planning?

July 6, 2022, 12:06PMNuclear News

Jennifer Call, Meteorologist:
When you think of a meteorologist, what is the first thing that comes to mind? For many it is your local TV meteorologist delivering a weathercast for the 5 o’clock news, or perhaps a meteorologist at the National Weather Service issuing severe storm warnings. But did you know that utilities rely on meteorologists for daily support?

Jennifer Call (jtcall@tva.gov) is an American Meteorological Society Certified Consulting Meteorologist (CCM) and an atmospheric analyst for the Tennessee Valley Authority. She serves on the ANS Standards Board and is the Atmospheric Subcommittee chair under the Environmental and Siting Consensus Committee.

U.S. nuclear capacity factors: A smaller fleet invested in the future

May 13, 2022, 2:59PMNuclear NewsSusan Gallier

The United States has just 93 operating power reactors at this writing. The fleet last numbered 93 in 1985, when nuclear generation topped out at 383.69 TWh, less than half of the 778.2 TWh produced in 2021.

While the 93 reactors operating today have more capacity, on average, than in 1985, most of that increased productivity is down to operational improvements that pushed the fleet’s average capacity factor from just 57.5 percent in the three-year period 1984–1986 to near 90 percent by the early 2000s.

Kairos Power forms advisory consortium with four nuclear utility partners

April 20, 2022, 12:00PMNuclear News

Kairos Power announced today that it has assembled an advanced nuclear development advisory consortium with four North American nuclear operators—Bruce Power, Constellation, Southern Company, and the Tennessee Valley Authority—dubbed Kairos Power Operations, Manufacturing and Development Alliance (Kairos Power-OMADA).

Clinch River in the Spotlight

Last week’s announcement from the Tennessee Valley Authority about its “New Nuclear Program,” which outlines the potential development of the Clinch River site near Oak Ridge National Laboratory in Eastern Tennessee, is the catalyst for this week’s #ThrowbackThursday post. The Clinch River site was originally planned to be the location for the Clinch River Breeder Reactor, a project that, at the time, was meant to be the future of the nuclear industry in the United States.

The Tennessee Valley Authority’s board of directors has given the go-ahead for a program that will explore the development and potential deployment of small modular reactors as part of the utility’s decarbonization strategy.

Tennessee governor gives nuclear another rhetorical boost

Lee

In his annual State of the State Address on January 31, Tennessee Gov. Bill Lee offered more praise for nuclear energy, after lauding it earlier in the month during a tour of the Tennessee Valley Authority’s Watts Bar nuclear plant

“For decades, East Tennessee has been home to some of the best-kept secrets in nuclear energy and American innovation,” Lee told the state’s General Assembly. “Today, many may not realize that Tennessee derives more power from nuclear energy than from any other source. Recently, I visited the TVA’s Watts Bar nuclear facility, the last nuclear facility to be built in America, to see firsthand how nuclear power keeps our grid dependable even when the weather is not. Nuclear power is clean energy that actually works for the private sector.”

During a tour last week of the Tennessee Valley Authority’s two-unit Watts Bar nuclear power plant in Tennessee, Gov. Bill Lee said, "Nuclear energy is so important not only because it is an important part of TVA's power generation but also because of the value that clean energy via nuclear energy can have for sustainability in this country,” according to an article in the Chattanooga Times Free Press.

Lee added that he would support TVA’s plans if it decided to build small modular reactors.

TVA gives up construction permits for Bellefonte units

September 22, 2021, 7:02AMNuclear News

Nearly 47 years after being issued construction permits for two reactors at the Bellefonte site in northeast Alabama, the Tennessee Valley Authority has decided against renewing them, essentially extinguishing any remaining hope for the project, on which the utility has reportedly spent more than $5 billion.

Woke nuclear?

After decades of relinquishing its value and return on investment as “emission-free” electricity generation, segments of the nuclear industry are pursuing actions in several states to secure emission credits for avoiding greenhouse gas emissions. To harmonize electricity market stability and greenhouse gas emission reduction goals, states such as New York and New Jersey have enacted programs to award zero emission credits (ZECs) to nuclear plants for their emission-free output.

Dearly earned and too long forgone, air emission credits have been the economic birthright of the nuclear industry since the passage of the 1990 Clean Air Act (CAA) amendments, when emission control capability first became a tradable commodity. Yet it took until 2016 for ratepayers and shareholders to receive even a small fraction of this valuable return on investment.

In an evaluation report released last week on the Sequoyah nuclear plant’s chemistry/environmental program, the Tennessee Valley Authority’s Office of the Inspector General identified certain risks, both behavioral and operational, that could impact organizational effectiveness. Program behavior was assessed from interviews and field work conducted from September 21 through November 3, 2020, with operations assessed in February of this year.
