NNSA establishes Advisory Committee for Nuclear Security

The Department of Energy’s National Nuclear Security Administration has announced the establishment of the Advisory Committee for Nuclear Security (ACNS). Formerly known as the Defense Programs Advisory Committee, the newly formed ACNS is enlisting experts with knowledge of NNSA missions to provide independent advice and recommendations to the agency’s leadership.

Representatives from the Japan Nuclear Damage Compensation and Decommissioning Facilitation Corporation (NDF) recently visited the Department of Energy's Office of Environmental Management (EM) headquarters in Washington, D.C., and the Hanford Site in Washington state to promote collaboration and provide updates on the status and plans to decommission Japan's Fukushima Daiichi nuclear power plant. The Great East Japan Earthquake of March 11, 2011, caused damage to the plant and surrounding communities. The NDF was created in September 2011 to oversee the decommissioning and cleanup of the plant, which is owned by the Tokyo Electric Power Company.

HALEU production prep to begin at Savannah River Site

The Department of Energy reported on March 30 that the Savannah River Site’s H Canyon facility recently initiated actions to recycle a small amount of used high-enriched uranium (HEU). SRS is a 310-square-mile DOE site in South Carolina.

The HEU, which is currently stored at the site’s H Area, will be downblended in a few years into high-assay low-enriched uranium (HALEU), which will help to provide fuel for advanced nuclear reactors in the United States.

The Department of Energy released Pathways to Commercial Liftoff: Advanced Nuclear earlier this month. It is one of the first in a series of reports on clean energy technologies and the private and public investments needed to overcome hurdles to full-scale deployment. The report makes a clear case for investment in nuclear power and challenges potential investors and operators to move beyond the current “wait and see” stalemate and generate “a committed orderbook . . . for 5–10 deployments of at least one reactor design by 2025.”

Idaho site achieves spent fuel milestone

At Idaho National Laboratory, Department of Energy leaders joined tribal, state, and local officials; contractors; and workers on March 28 to mark a recent milestone with the state of Idaho nearly 25 years in the making. The milestone was the completion of a spent fuel wet-to-dry project more than nine months ahead of a 1995 Idaho Settlement Agreement deadline.

Get to know MCRE, the fast-spectrum MSR from Southern and TerraPower

A tiny 200-kWt reactor the Department of Energy says would be the first critical fast-spectrum circulating fuel reactor and the first fast-spectrum molten salt reactor (MSR) could be built and operated inside the Zero Power Physics Reactor (ZPPR) cell at Idaho National Laboratory’s Materials and Fuels Center (MFC). Details included in the Molten Chloride Reactor Experiment (MCRE) draft environmental assessment (EA)released on March 16 for two weeks of public comment (later extended to four weeks, through April 14)—covered the potential environmental impacts associated with the development, construction, operation, and decommissioning of MCRE at INL, facilitated by the National Reactor Innovation Center (NRIC).

Wanted: Information leading to a neutron source for fusion energy R&D

The Department of Energy’s Office of Science published a notice in the March 27 Federal Register calling for input on technological approaches to a Fusion Prototypic Neutron Source (FPNS) for materials irradiation research under DOE-SC’s Fusion Energy Sciences program, as well as partnership models that could accelerate the construction and delivery of the facility. The request for information (RFI) calls for responses by May 11.

DOE makes efforts to develop an inclusive STEM workforce

More than 300 employees from the Department of Energy's Office of Environmental Management (EM) have recently retired, resulting in a large amount of job vacancies across the cleanup program, according to the DOE.

EM’s Workforce Management Office is implementing recruitment efforts to fill the vacancies with college graduates, early career professionals, mid-career candidates, and seasoned veterans.

According to the DOE, "The open positions offer opportunities across many different disciplines, including engineering, science, business, management, safety and information technology."

The Department of Energy’s Office of Environmental Management (EM) has made great progress in accomplishing its cleanup of legacy radioactive waste but has yet to tackle its most challenging tasks, including the treatment of liquid tank waste at the Hanford, Idaho, and Savannah River sites. That was the consensus of the DOE-EM officials who took part in a panel session of the 2023 Waste Management Symposia, held February 26–March 2 in Phoenix, Ariz.

“I’m glad you came to our party!” said GE Hitachi Nuclear Energy (GEH) chief nuclear officer Nicole Holmes as she prepared to announce that Wilmington, N.C.–based GEH will develop a standard design for its BWRX-300 boiling water small modular reactor with not one but three power producers representing three countries: Tennessee Valley Authority (TVA), Ontario Power Generation (OPG), and Synthos Green Energy (SGE). Celebration was a theme throughout the March 23 event held in Washington, D.C., which was flush with dignitaries representing the United States, Canada, and Poland.

WIPP’s Shaft No. 5 project continues

Progress continues on a new utility shaft at the Department of Energy’s Waste Isolation Pilot Plant in New Mexico as shaft-sinking crews recently surpassed the midway point at a depth of 1,076 feet. When complete, the full shaft depth will be 2,275 feet, with the team now halfway to the WIPP repository depth of 2,150 feet.

Attracting more than 2,000 attendees, the 2023 Waste Management Symposia was held February 26–March 2 in Phoenix, Ariz. For many, this year’s conference was a return to business as usual, with a packed exhibit hall and well-attended technical session, as the upheaval brought about by the pandemic that began three years earlier seemed a thing of the pasts. Not that those who gathered in Phoenix threw any caution to the unseasonably cold and rainy winds that descended across Arizona this year.

Hosted by Waste Management Symposia, the annual Waste Management Conference is widely regarded as the premier international conference on the management of radioactive material and related topics. The theme of this year’s conference, being held February 26-March 3 at the Phoenix Convention Center in Arizona, is “Planning for the Future: Innovation, Transformation, Sustainability.” The featured country for 2023 is France, which will be represented by numerous panels, papers, posters, and exhibits demonstrating the country’s continuous innovation and pragmatism in the management of the nuclear fuel cycle. The featured Department of Energy Office of Environmental Management topic is “EM’s Transformation in Radioactive Liquid Tank Waste Management.”

Each year, the two best oral presentations/papers from the previous year’s conference are recognized. Honoring the highest-quality presentations, the American Nuclear Society and the American Society of Mechanical Engineers each present an award for best presentation/paper. Senate hearing focuses on securing the entire U.S. nuclear fuel cycle

“Right now, our country is deficient in nearly every aspect of the fuel cycle. This must change and it must change quickly,” said Sen. Joe Manchin (D., W.V.), chairman of the Senate Committee on Energy and Natural Resources (ENR), as he opened a Full Committee Hearing to Examine the Nuclear Fuel Cycle on March 9. “Whether it is uranium mining, milling, conversion, enrichment, nuclear fuel fabrication, power generation, or nuclear waste storage and disposal, there is much work to be done, starting with conversion and enrichment. Simply put, Russia dominates the global market, representing nearly half of the international capacity for both processes.”

DOE turns to junior colleges for cleanup workforce pipeline

Record power at the Spallation Neutron Source means more neutrons for research

The Spallation Neutron Source (SNS) at the Department of Energy's Oak Ridge National Laboratory set a world record for accelerator-driven neutron research when its linear accelerator reached an operating power of 1.55 MW, improving on the facility’s original design capability of 1.4 MW. That higher power means more neutrons for researchers who use the facility for neutron scattering research to reach materials science advances, ORNL announced recently.

Concerning consent-based siting: An Interview with the DOE’s Kim Petry, Erica Bickford, and Natalia Saraeva

On December 1, 2021, the Department of Energy issued a request for information (RFI) asking for public feedback on using consent-based siting to identify sites for the interim storage of spent nuclear fuel. The department received more than 220 comments in response, and on September 15, 2022, the DOE released a report summarizing and analyzing those responses. That 57-page report, Consent-Based Siting: Request for Information Comment Summary and Analysis, will be followed by an updated consent-based siting process document.

The DOE’s consent-based siting initiative is being led through the DOE’s Office of Nuclear Energy. Hanford runs tests for melter replacements

The Department of Energy has announced that tank operations contractor Washington River Protection Solutions (WRPS) and subcontractor Atkins are making progress at the Hanford Site in Washington state in their preparations to provide replacement melters to treat radioactive and chemical tank waste for the site’s Direct-Feed Low-Activity Waste program.

X-energy, Dow agree to embed an Xe-100 demo at a Gulf Coast industrial facility

Dow and X-energy announced today that they have signed a joint development agreement (JDA) to demonstrate the first grid-scale advanced nuclear reactor at an industrial site in North America within a decade. As part of the agreement, Dow is now a subawardee under X-energy’s Advanced Reactor Demonstration Program (ARDP) Cooperative Agreement with the Department of Energy.

ECA report urges DOE to take action on radwaste disposal

The Energy Communities Alliance (ECA), an organization of local communities near Department of Energy national defense sites, has released a new report urging the DOE to prioritize finding disposal pathways for the radioactive waste it is obligated to clean up.

According to the ECA, the DOE could potentially save hundreds of billions of dollars in cleanup costs by using its available tools and implementing the recommendations contained in the report, Disposal Drives Cleanup: Re-Energizing Momentum for Disposal Solutions for Radioactive Waste.
