Predictions: What lies ahead for nuclear in 2022

As we begin a new year, it is natural not only to look back (see page 24 for top news stories of 2021) but also to look forward. Nuclear News reached out to leaders in the nuclear community to get their predictions on what 2022 has in store, whether broadly or for their specific areas within the community. Although the responses below are wide-ranging and varied, one thing is made clear by all of the respondents: 2022 will see growth and opportunity. The future for nuclear is bright.

BWXT delivers reactor fuel that could power a roundtrip to Mars

Nuclear thermal propulsion (NTP) is one technology that could propel a spacecraft to Mars and back, using thermal energy from a reactor to heat an onboard hydrogen propellant. While NTP is not a new concept, fuels and reactor concepts that can withstand the extremely high temperatures and corrosive conditions experienced in the engine during spaceflight are being designed now.

BWX Technologies announced on December 13 that it has delivered coated reactor fuels to NASA for testing in support of the Space Technology Mission Directorate’s NTP project. BWXT is developing two fuel forms that could support a reactor ground demonstration by the late 2020s, as well as a third, more advanced and energy-dense fuel for potential future evaluation. BWXT has produced a videoof workers processing fuel kernels in a glovebox.

NuScale Power has signed a memorandum of understanding with Prodigy Clean Energy and Kinectrics to explore and inform the development of a regulatory framework to address the licensing and deployment of a marine power station (MPS). The MPS would integrate one to 12 NuScale power modules into a marine-based nuclear power plant system. The MPS would be shipyard-fabricated and marine-transported to its deployment location, where it would be moored in place in sheltered and protected waters at the shoreline. Prodigy is Canada’s first commercial marine nuclear power developer, specializing in integrating existing power reactors into stationary-deployed marine power plant structures. Kinectrics provides life-cycle management services to the electricity industry.

Canada authorizes Mo-99 production at Darlington station

The Canadian Nuclear Safety Commission (CNSC) has amended Ontario Power Generation’s (OPG) operating license for its Darlington nuclear power station near Clarington, Ontario, allowing the company to produce the medical radioisotope molybdenum-99 using Darlington’s Unit 2 CANDU reactor. OPG subsidiary Laurentis Energy Partners, in conjunction with BWXT Medical, is leading the program to produce Mo-99 at Darlington.

X-energy has work ahead in quest to build TRISO-X fuel facility, Xe-100 reactor

X-energy and Centrus Energy announced last week that they have completed the preliminary design of the TRISO-X fuel fabrication facility and have signed a contract for the next phase of work. The planned facility would produce TRISO fuel particles and pack those particles into fuel forms, including the spherical graphite “pebbles” needed to fuel X-energy’s Xe-100 high-temperature gas reactor.

Bruce-6 gets first of eight new steam generators

The first of eight 160-ton steam generators for Unit 6 at Canada’s Bruce nuclear power plant was installed last week as part of the facility’s major component replacement project. “Congrats to the MCR team and our partners, including @AeconGroup, @Framatome_CA, @UEandC, @mammoetglobal, @BWXT, and others who contributed to this historic moment,” Bruce Power tweeted on September 30.

The component was fabricated at BWXT Canada’s Cambridge, Ontario, location and was shipped to the Bruce site in late 2020, as shown in this video.

The vendor responsible for generator removal is the Steam Generator Replacement Team (SGRT), a 50-50 joint venture between Aecon and the Steam Generating Team, itself a partnership between Framatome and United Engineers & Constructors. In July, Framatome announced that SGRT had been awarded an approximately C$350 million (about $278 million) contract by Bruce Power to replace the steam generators at Units 3 and 4.

Draft EIS released for Project Pele mobile microreactor demo at INL

Plans to test a prototype mobile microreactor designed to military requirements moved ahead when the Department of Defense (DOD), acting through its Strategic Capabilities Office and with the Department of Energy serving as a cooperating agency, on September 16 announced the availability of a draft environmental impact statement for the construction and demonstration phase of Project Pele.

First major component removed at Bruce-6

Bruce Power has removed the first of eight steam generators from Unit 6 at the Bruce nuclear plant in Ontario, the company announced earlier this week. The work was done as part of the facility’s major component replacement (MCR) project.

Fluor-BWXT Portsmouth awarded $690 million contract extension

Fluor-BWXT Portsmouth, a joint venture of Fluor and BWX Technologies, along with engineering company Jacob, have received a contract extension valued at up to $690 million, including options, from the Department of Energy. The contract, announced April 6, is for environmental management work at the former Portsmouth Gaseous Diffusion Plant near Piketon, Ohio.

DOD narrows field of Project Pele microreactor contenders

After funding one year of microreactor engineering design work by three teams, the Department of Defense (DOD) announced on March 22 that it has exercised contract options for two of those teams—led by BWXT Advanced Technologies and X-energy—to proceed with development of a final design for a transportable microreactor. Following a final design review in early 2022 and the completion of environmental analysis, one of the two companies may be selected to build a prototype reactor during a 24-­month construction and demonstration phase.

“We are thrilled with the progress our industrial partners have made on their designs,” said Jeff Waksman, Project Pele program manager. “We are confident that by early 2022 we will have two engineering designs matured to a sufficient state that we will be able to determine suitability for possible construction and testing.”

Five advanced reactor designs get DOE risk reduction funding

The Department of Energy today announced $30 million in initial fiscal year 2020 funding—with the expectation of more over the next seven years—for five companies selected for risk reduction for future demonstration projects. The chosen reactor designs from Kairos Power, Westinghouse, BWX Technologies, Holtec, and Southern Company collectively represent a range of coolants, fuel forms, and sizes—from tiny microreactors to a molten salt reactor topping 1,000 MWe. They were selected for cost-shared partnerships under the Office of Nuclear Energy’s Advanced Reactor Demonstration Program (ARDP) through a funding opportunity announcement issued in May 2020.

“All of these projects will put the U.S. on an accelerated timeline to domestically and globally deploy advanced nuclear reactors that will enhance safety and be affordable to construct and operate,” said Energy Secretary Dan Brouillette. “Taking leadership in advanced technology is so important to the country’s future, because nuclear energy plays such a key role in our clean energy strategy.”

BWXT restarts TRISO fuel manufacturing

BWX Technologies Inc. announced on November 10 that its BWXT Nuclear Operations Group Inc. (BWXT NOG) subsidiary has completed its TRISO nuclear fuel line restart project and is actively producing fuel at its Lynchburg, Va., facility.

With the restart, BWXT now manufactures fuel across four commercial and government business lines, the company said. In addition to the TRISO line, BWXT operates fuel production lines at BWXT Nuclear Energy Canada, manufacturer of approximately half of the fuel powering the commercial reactor fleet in Ontario, Canada; BWXT subsidiary Nuclear Fuel Services, sole provider of nuclear fuel for the U.S. Navy; and BWXT’s Uranium Processing and Research Reactors operation, the only North American supplier of research reactor fuel elements for colleges, universities, and national laboratories.

Nuclear tech in space: What’s on the horizon?

NASA aims to develop nuclear technologies for two space applications: propulsion and surface power. Both can make planned NASA missions to the moon more agile and more ambitious, and both are being developed with future crewed missions to Mars in mind. Like advanced reactors here on Earth, space nuclear technologies have an accelerated timeline for deployment in this decade.

Space nuclear propulsion and extraterrestrial surface power are getting funding and attention. New industry solicitations are expected this month, and a range of proposed reactor technologies could meet NASA’s specifications for nuclear thermal propulsion (NTP). Nuclear electric propulsion could increase the feasibility of crewed missions to Mars with a shorter transit time, a broader launch window and more flexibility to abort missions, reduced astronaut exposure to space radiation and other hazards, expanded payload mass capabilities, and reduced cost.

Progress being made toward Mo-99 production at Darlington

Ontario Power Generation, its subsidiary Laurentis Energy Partners, and BWXT ITG Canada and its affiliates announced on September 24 that the companies are making “significant progress” toward the production of molybdenum-99 at OPG’s Darlington nuclear power plant. Darlington will become the first commercial operating nuclear reactor to produce the medical radioisotope.

A precursor to technetium-99m, Mo-99 is used in more than 40 million procedures a year to detect cancers and diagnose various medical conditions.

BWXT awarded contract to expand TRISO production line

BWX Technologies has signed a $26-million, 20-month contract to expand and upgrade its TRISO fuel manufacturing line. The recently announced deal, awarded by Idaho National Laboratory, calls for the expansion of BWXT’s capacity for the manufacture of TRISO fuel compacts and the upgrading of existing systems for delivering production-scale quantities of TRISO fuel.

Framatome acquires BWXT’s U.S. nuclear services

Framatome has completed its acquisition of BWX Technologies’ U.S. commercial nuclear services business, the France-based company announced on June 2. With this transaction, the company said, Framatome expands its portfolio of equipment and tooling for nuclear power plant inspections and maintenance.

BWXT will receive an 118,000-square-foot manufacturing facility and the associated 11 acres of land from Framatome in the cashless exchange.

DOE awards $13-billion tank closure contract

The Department of Energy has awarded a $13-billion tank closure contract for services at its Hanford Site, near Richland, Wash. The 10-year contract was awarded on May 14 to Hanford Works Restoration, a joint venture of BWXT Technologies and Fluor Corporation that also includes DBD and INTERA, two preselected small businesses that provide specialized modeling and regulatory expertise, respectively.

Hanford Works Restoration will take over from Hanford’s current tank waste contractor, Washington River Protection Solutions (WRPS), whose contract expires at the end of September. The WRPS contract includes a clause that allows the DOE to end the contract earlier to align with a 60-day transition to the new contract.

BWXT makes progress on TRISO production restart

BWX Technologies has announced the successful formation and sintering of uranium oxycarbide (UCO) fuel kernels that, once coated, will make up the fissile core of TRISO (tristructural isotropic) fuel particles. With that process demonstrated, BWXT has shifted the focus of its TRISO production restart to bringing two more furnaces online—an additional sintering furnace, used to apply heat and pressure to a solid fuel kernel, and a coating furnace.

Defense Department invests in three microreactor designs

Three reactor developers got a boost on March 9 when they were each awarded a contract from the U.S. Department of Defense (DOD) to design a reactor that can fit inside a standard shipping container for military deployment. The DOD’s Strategic Capabilities Office (SCO), in partnership with the Department of Energy, proposes to build and demonstrate a 1–10 MWe reactor within four years that, if successful, could be widely deployed to support the DOD’s domestic and operational energy demands.
