In an opinion piece published by The Hill, Tim Cavanaugh blasts the federal government for “quick-fix” and “half-hearted” efforts to retain existing nuclear power plants.

Cavanaugh, senior editor at the Mackinac Center for Public Policy, adds that the U.S. nuclear energy industry is stifled by outmoded policies and suggests a number of policy changes to allow it to flourish and to “end a regulatory model that has starved the nuclear industry nearly to extinction.”

Renewable failures: Cavanaugh’s first suggestion is to acknowledge the failure of renewable energy sources like wind and solar, which “produce too little energy and are too unreliable to make a dent in our heat and electricity needs, even though taxpayers have spent billions of dollars on green pork.”

Sen. Joe Manchin (D., W.Va.) has been in the news over the past week—and that’s good news for the nuclear community. Last week, The Hill reported on Manchin’s support for climate action, and according to Bloomberg News this week, Manchin is “big on nuclear” and supports the tax credits for nuclear power plants included in the administration’s Build Back Better plan.

As 2021 closes, Nuclear News is taking a look back at some of the feature articles published each month in the magazine. The Biden administration has a goal to decarbonize the U.S. electricity sector by 2035.¹ Achieving this goal would require a massive nuclear power build program. The U.S. nuclear power industry’s size and historical success signal that we are in a good position to do this, but at present, the U.S. nuclear fleet is shrinking. Why is this so, and what can be done to turn the trend around?

The American Nuclear Society welcomes the introduction of H.R. 4819, or the National Nuclear University Research Infrastructure Reinvestment Act of 2021, which aims to boost the educational and research capabilities of our universities’ nuclear science and engineering programs. Strengthening our universities' nuclear education and research is vital to preserving and expanding America’s largest carbon-free energy source as well as saving and prolonging healthy lives through the use of medical isotopes.

Jill Hruby was sworn in by energy secretary Jennifer Granholm on July 26 as the Department of Energy’s undersecretary for nuclear security and administrator of the National Nuclear Security Administration. Hruby was nominated for the position by President Biden on April 14.

The American Nuclear Society (ANS) requests President Biden restore the U.S. Nuclear Regulatory Commission (NRC) to five commissioners by naming and expediting nominees to the agency. The impending vacancy of Commissioner Annie Caputo’s seat after June 30 will reduce the five-member NRC to three commissioners. NRC commissioners are appointed by the president and confirmed by the Senate for staggered five-year terms.

The Biden administration’s fiscal year 2022 budget sent to Congress last week would, according to the Department of Energy, move the United States toward net-zero carbon emissions by 2050. The FY 2022 budget request includes $1.85 billion for the DOE’s Office of Nuclear Energy.

“President Biden’s budget request puts America in the driver's seat as we transition toward a 100 percent clean energy economy,” said secretary of energy Jennifer Granholm on May 28. “These investments will ensure the U.S. is the global leader in research, development, and deployment of critical energy technologies to combat the climate crisis, create good-paying union jobs, and strengthen our communities in all pockets of America.”

Starkey

ANS government relations director John Starkey was a recent guest on the podcast The New Republican. Starkey discussed a range of topics with podcast host Lincoln Wallis in the 30-minute episode, “All Things Nuclear.”

“In 2020, nuclear energy became the second-largest source of electricity in the United States,” Starkey said in response to Wallis’s first question, adding, “That would entail nearly 20 percent of electric generation in the U.S. Nuclear energy has also operated at 90 percent capacity rate for the past 20 years or so. No other source of electricity can touch those [capacity] numbers.… I really see [nuclear energy] being a leader in decarbonization in the country and the world.”

Biden

President Biden introduced a $2 trillion American Jobs Plan on Wednesday to overhaul and upgrade the nation’s infrastructure as part of his “Build Back Better” campaign pledge. His plan is ambitious: “It is not a plan that tinkers around the edges,” Biden said. “It is a once-in-a-generation investment in America.”

According to Axios, the policy would be “the most far-reaching federal investment to date in programs that would help curb greenhouse gas emissions. But it faces serious challenges in the closely divided Congress.”

On behalf of America’s nuclear engineers and scientists, the American Nuclear Society welcomes the release of President Biden’s American Jobs Plan. We are thrilled to see the inclusion of America’s largest carbon-free energy technology, nuclear energy, in Biden’s infrastructure plan to reenergize and decarbonize our economy.

NASA has appointed ANS member Bhavya Lal as the space agency's acting chief of staff. She served as a member of the Biden Presidential Transition Agency Review Team for the agency, NASA said.

ANS contribution: Lal cofounded and is cochair of the policy track of the ANS annual conference on Nuclear and Emerging Technologies in Space (NETS). She has contributed as an author and guest editor for the upcoming NETS 2020 special issue of ANS technical journal Nuclear Technology.

In addition, she helps organize a seminar series on space history and policy with the Smithsonian National Air and Space Museum.
