Using a specialized radiation detector, Department of Energy cleanup contractor UCOR is characterizing a hot cell at Oak Ridge National Laboratory in preparation for its demolition. The detector overlays a radiation-intensity color-map on a picture of the environment and identifies gamma-emitting nuclides and their locations.

DOE completes mining of WIPP’s Panel 8

The Department of Energy’s Office of Environmental Management this week announced that after seven years, mining of the Waste Isolation Pilot Plant’s Panel 8 is finished. Created from an ancient salt formation 2,150 feet below the surface, Panel 8’s seven emplacement rooms are the next destination for transuranic waste brought to WIPP from DOE sites throughout the country.

Radiation-mapping robots deployed at Chernobyl

A team of scientists from the United Kingdom’s University of Bristol were given access to the Chernobyl nuclear power plant in Ukraine, advancing a project to train robots and artificial intelligence systems to measure radiation and create 3D maps.

A slideshow of the team’s visit to Chernobyl’s Unit 4 control room and New Safe Confinement structure, where they deployed radiation mapping and scanning sensors, including a LIDAR-equipped robot call Rooster, appears on Gizmodo.

Washington, Oregon receive over $33 million in Hanford assistance grants

Washington state and Oregon will receive approximately $33.5 million through four financial assistance grants from the Department of Energy to fund programs related to the cleanup of the department’s Hanford Site near Richland, Wash. The grants will support environmental response regulatory activities, emergency preparedness, and public information programs in the two states.

All four grants, which were noncompetitively awarded, are for fiscal years 2022 through 2026.

DOE expands HLW canister double-stacking at Savannah River Site

The Department of Energy’s Office of Environmental Management (EM) has demonstrated the capability to expand the double-stacking of high-level waste canisters at the Savannah River Site in South Carolina. That approach will save the site’s cleanup program millions of dollars, according to the DOE.

DOE demolishes last of ETEC buildings at California’s Santa Susana site

The demolition of the final of 18 DOE-owned buildings at the Energy Technology Engineering Center (ETEC) has been completed, according to the DOE. The ETEC is the former liquid metals research facility located at the Santa Susana Field Laboratory (SSFL), northwest of Los Angeles.

Markey, Levin introduce spent fuel legislation

Sen. Edward J. Markey (D., Mass.) and Rep. Mike Levin (D., Calif.) have introduced the Nuclear Waste Task Force Act. The legislation is intended to establish a new task force to consider the implications of amending the Atomic Energy Act of 1954 to remove exemptions from environmental laws for nuclear waste. Eliminating this loophole could help enable consent-based siting of long-term storage solutions for spent nuclear fuel and high-level radioactive waste, the lawmakers said.

Intended to continue the work of 2012's Blue Ribbon Commission on America’s Nuclear Future, the task force would also be responsible for providing a clear explanation of what constitutes “consent-based siting.”

GAO urges Congress to address spent fuel stalemate

Congress needs to take action to break the impasse over a permanent solution for commercial spent nuclear fuel, according to a report by the U.S. Government Accountability Office. The GAO recommends that Congress amend the Nuclear Waste Policy Act (NWPA) to authorize a new consent-based siting process, restructure the Nuclear Waste Fund, and direct the Department of Energy to develop and implement an integrated waste management strategy.

The GAO also recommends that the DOE finalize the consent-based process it began in 2015 for siting consolidated interim storage and permanent geologic repository facilities. The DOE agrees with that recommendation.

Biochemistry research could have implications in nuclear waste remediation

Scientists at Lawrence Livermore National Laboratory, working in collaboration with researchers at Penn State University and Harvard Medical School, have discovered a new mechanism by which radionuclides could spread in the environment.

The research, which has implications for nuclear waste management and environmental chemistry, was published in the Journal of the American Chemical Society on September 20.

Eliminated as a repository site, Germany’s Gorleben salt mine to be closed

The German government has announced that it is closing the Gorleben salt mine in the Wendland region of Lower Saxony, officially removing the site from consideration as a repository for radioactive waste. Gorleben became a target of antinuclear protests after being proposed as a potential repository in the 1970s.

Orano delivers first spent fuel transport cask to South Korea

Orano has delivered its first TN-LC spent nuclear fuel transport cask to Korea Hydro and Nuclear Power Company. The first use of the cask is planned for an international transport between South Korea and Sweden by the end of 2021.

KHNP received a license in June for the TN-LC transport cask from the Nuclear Safety and Security Commission, South Korea’s regulatory agency, for the transport of high-burnup spent fuel.

Pipeline connecting Hanford tank farm to Vit Plant completed

WIPP-bound waste shipments rebound to pre-COVID rates

Management of high-burnup spent fuel subject of NWTRB report

The Nuclear Waste Technical Review Board (NWTRB) has released a comprehensive and highly technical report on the Department of Energy's research efforts into high-burnup spent nuclear fuel. The NWTRB is an independent federal agency tasked with evaluating the technical and scientific validity of DOE activities related to managing and disposing of high-level radioactive waste and spent nuclear fuel.

The NWTRB report to the U.S. Congress and the secretary of energy, Evaluation of the Department of Energy’s Research Program to Examine the Performance of Commercial High Burnup Spent Nuclear Fuel During Extended Storage and Transportation, was posted to the board’s website on August 2. It is a product of a multi-year effort during which the NWTRB reviewed the DOE’s research activities into the performance of high-burnup spent nuclear fuel (SNF) in extended storage and transportation conditions.

Reps. Levin, Davis form bipartisan caucus to tackle stranded spent fuel issue

Hoping to drive progress on the safe storage, transportation, and disposal of spent nuclear fuel across the country, Reps. Mike Levin (D., Calif.) and Rodney Davis (R., Ill.) have formed the Spent Nuclear Fuel Solutions Caucus in the U.S. House of Representatives.

According to Levin and Davis, the bipartisan caucus seeks to address the challenges associated with stranded commercial spent fuel across the country and serve as a forum where House members can come together to make headway on the issue, regardless of whether or not they have a preferred solution.

In announcing the formation of the caucus on July 21, Levin and Davis said that the current system of spent nuclear fuel storage is not sustainable, particularly for sites that no longer have operating reactors and could be redeveloped for other beneficial uses. They added that it is also a violation of the promise, codified by law, that the federal government would take title to the waste in return for ratepayers’ contributions to the Nuclear Waste Fund.

According to the DOE’s Office of Environmental Management (EM), the uninterruptable electrical power system is vital to safeguarding the facility, part of Hanford’s Waste Treatment and Immobilization Plant, in the unlikely event of a temporary power loss to the plant.

Holtec to step up its production of spent fuel casks

Holtec International is increasing the production of its HI-STAR casks for storing and transporting spent nuclear fuel following recent regulatory approvals and new orders in Europe. Earlier this month the company was awarded a contract by Spain’s waste management organization Enresa for 10 HI-STAR 150 casks, and Holtec is currently in the advanced stages of production of two HI-STAR 180D casks destined for the Doel nuclear power plant in Belgium, with additional orders pending.

The casks are being produced at Holtec’s manufacturing facilities in New Jersey, Pennsylvania, and Ohio.

Spain: Enresa initially awarded Holtec a contract in 2017 for the design, engineering, licensing, and manufacturing of five HI-STAR 150 casks for the Cofrentes nuclear power plant near Valencia. The Spanish Nuclear Safety Council signed off on the HI-STAR 150 design for storage in April of this year, and on May 23, Spain’s Ministry of Ecological Transition and the Demographic Challenge granted a license for the cask, which is designed to store up to 52 boiling water reactor spent fuel assemblies, including damaged fuel assemblies.

Waste management at Los Alamos’s PF-4 a continuing challenge
