The European Commission intends to establish early next year an industrial alliance focused on small modular reactors, EC energy commissioner Kadri Simson announced last week.

ULC-Energy, a nuclear development and consultancy company based in the Netherlands, has signed a memorandum of intent with Danish carbon emission reduction technology firm Topsoe and Britain’s Rolls-Royce SMR to investigate the production of hydrogen using Topsoe’s solid oxide electrolysis cell (SOEC) technology and electricity and heat from a Rolls-Royce small modular reactor plant.

A team of experts from the International Atomic Energy Agency recently concluded an eight-day mission to Estonia, finding that the Baltic state has developed a comprehensive assessment of its nuclear infrastructure development needs, enabling the government to make an informed decision on whether to pursue a nuclear power program.

This past January, Wilmington, N.C.–based GE Hitachi Nuclear Energy and Canadian firms Ontario Power Generation, SNC-Lavalin, and Aecon signed a contract for the deployment of the American firm’s BWRX-300 small modular reactor at OPG’s Darlington nuclear plant in Clarington, Ontario.

Standard Power, a provider of infrastructure as a service to advanced data processing companies, has chosen NuScale Power as the technology provider for its plans to develop two small modular reactor–powered facilities in Ohio and Pennsylvania to run nearby data centers, the Portland, Ore.-based SMR developer announced on October 3.

Holtec International has taken another step on the arduous stairway to Palisades resurrection, announcing last Friday that it has filed with the Nuclear Regulatory Commission to “formally begin the process of seeking federal reauthorization of power operations” at the Covert Township, Mich., facility.

The Texas Advanced Nuclear Reactor Working Group—formed recently by the Public Utility Commission of Texas (PUCT) at the direction of Gov. The U.S. Embassy in Ghana last week announced $1.75 million to support establishing the West African nation as a small modular reactor regional training hub and center of excellence for the sub-Saharan African region.

Westinghouse Electric Company and Ukraine’s nuclear operator Energoatom have signed a memorandum of understanding on the development and deployment of the American firm’s AP300 small modular reactor in the Eastern European state.

Chubu Electric Power Company, owner and operator of the three-unit Hamaoka nuclear power plant in Japan’s Shizuoka Prefecture, has entered into an agreement to acquire issued shares in U.S. small modular reactor firm NuScale Power from Japan Bank for International Cooperation (JBIC), the utility announced on September 7. (JBIC bills itself as a government-owned, policy-based financial institution that prioritizes investment in businesses that will protect the global environment.)

Holtec International’s ongoing effort to repower Michigan’s closed Palisades nuclear plant made progress this week with the signing of a power purchase agreement (PPA) between the firm’s Holtec Palisades Energy LLC subsidiary and Wolverine Power Cooperative, a not-for-profit energy provider to the rural communities across Michigan.

The American Nuclear Society will host the online event “Hispanic Excellence in the Nuclear Field” on September 20 at 10:00 a.m. (EDT), featuring a distinguished panel of nuclear experts. The Canadian government continued advancing its small modular reactor action plan on Saturday with the approval of up to C$74 million (about $54.6 million) in federal funds for SMR development in Saskatchewan, led by the province’s main electricity provider, SaskPower.

Duke Energy has filed an update to its 2022 state-mandated carbon-reduction plan with the public utility commissions of North and South Carolina, proposing the deployment of small modular reactors at the Belews Creek coal plant in Stokes County, N.C., which is slated for retirement next decade. A similar system would be added at a second site yet to be determined for a total of 600 MW of advanced nuclear. (Both the advanced reactor production tax credit and investment tax credit included in last year’s Inflation Reduction Act offer a 10 percent bonus for facilities sited in certain energy communities, including those with retiring coal plants.)

The Nuclear Regulatory Commission has directed its staff to issue a final rule and associated regulatory guide that applies risk-informed, performance-based emergency preparedness requirements to small modular reactors and other new technologies, the agency announced on August 14. The technologies include non–light water reactors, research and test reactors, and medical radioisotope facilities.

Five pronuclear organizations—the Breakthrough Institute, Clean Air Task Force, ClearPath, Nuclear Innovation Alliance, and Third Way—have together penned a letter to the Nuclear Regulatory Commission, calling on the agency to take action on its emergency preparedness for advanced reactors rule—which, despite the explosion of interest in these technologies over the past few years, has yet to be finalized.

The Nuclear Regulatory Commission has accepted for formal review NuScale Power’s standard design approval (SDA) application for its updated small modular reactor design, the Portland, Ore.–based firm announced yesterday.

CFPP LLC, the limited liability company established by Utah Associated Municipal Power Systems (UAMPS) in 2020 to bring its Carbon Free Power Project to fruition, has applied to the Nuclear Regulatory Commission for a limited work authorization (LWA) to permit certain early project construction activities prior to the issuance of a combined license (COL). In a July 31 news release, CFPP said that should its application be approved, early-scope construction on the small modular reactor project would likely begin in mid-2025.
