The Department of Energy’s Office of Environmental Management awarded a 10-year contract worth up to $5.87 billion to Southern Ohio Cleanup Company (SOCCo) of Aiken, S.C., for the decontamination and decommissioning of the DOE’s Portsmouth site in southern Ohio. SOCCo is a newly formed limited liability company comprising Amentum Environment and Energy, Fluor Federal Services, and Cavendish Nuclear (USA) Inc.

Paragon to supply I&C for Xe-100 SMR

Paragon Energy Solutions and X-energy Reactor Company have entered into a preferred supplier agreement by which Paragon will be the exclusive worldwide supplier for three crucial instrumentation and control systems for X-energy’s Xe-100 advanced small modular reactors: the reactor protection system, post-event monitoring system, and neutron instrumentation system. The new agreement builds on an existing partnership between the two companies in the areas of critical safety mechanisms, which also includes Paragon’s HIPS FPGA system.

Partnership formed to study X-energy’s SMR in commercial conditions

X-energy and Kinectrics have launched a partnership to design, build, and operate a commercial-scale test facility to study the performance of the Xe-100 advanced small modular reactor in helium--based high-temperature, high--pressure operating conditions. The test facility, the site for which is to be announced sometime this summer, may be completed and operational by 2025.

The Department of Energy’s Office of Environmental Management (EM) is seeking proposals from small businesses for a nationwide contract to perform deactivation, decommissioning, and removal (DD&R) work, along with waste management and program support services.

The engineering company Jacobs announced last week that it has been awarded a four-year contract to design and engineer remotely operated tools for the ITER fusion project in southern France. The contract, which includes a possible two-year extension, covers work on up to 25 diagnostic ports and systems used for operating and sustaining the ITER experimental machine, which is currently under construction.

Ultra Safe and Framatome reach TRISO agreement

Ultra Safe Nuclear and Framatome have signed a nonbinding agreement to manufacture commercial quantities of TRISO fuel for advanced reactor designs, including USNC’s Micro Modular Reactor. It is expected that the manufacturing of both TRISO fuel particles and USNC’s fully ceramic microencapsulated fuel will begin in late 2025, with production capacity being made available to the broader global commercial market. At-scale production lines for these materials have been demonstrated at USNC’s Pilot Fuel Manufacturing facility in Oak Ridge, Tenn., the first privately funded producer of TRISO fuel particles in the United States.

The Department of Energy’s Office of Environmental Management awarded a 10-year contract worth up to $45 billion to Hanford Tank Waste Operations and Closure (H2C) of Lynchburg, Va., to oversee the management of liquid radioactive tank waste at the DOE’s Hanford Site in southeastern Washington state.

INFUSE program funds 10 private-public projects

As part of the Department of Energy Office of Science’s Innovation Network for Fusion Energy (INFUSE) program, $2.3 million in funding is being awarded to 10 projects that pair private industry with national laboratories for purposes of fusion energy development. The projects are being led by researchers at seven companies: Commonwealth Fusion Systems in Cambridge, Mass.; Energy Driven Technologies in Champaign, Ill.; Focused Energy in Austin, Texas; General Atomics in San Diego, Calif.; Princeton Stellarators in Princeton, N.J.; Tokamak Energy in Bruceton Mills, W.Va.; and Type One Energy Group in Madison, Wis. Through the INFUSE funding, these companies gain access to the expertise of the national labs as they conduct research into fusion energy systems. Each award provides between $50,000 and $500,000 for a one- to two-year project, with a 20 percent cost share for the industry partners.

Holtec International announced that its flagship HI-STORM Multi-Purpose Canister (MPC) spent fuel storage technology was selected by Spain’s national company Enresa for a fleet of six nuclear power reactors at four plant sites in the country. Equipos Nucleares S.A. (ENSA), a Cantabria-based manufacturer of equipment for the Spanish nuclear fleet, was named a consortium partner with Holtec in the order, which was conducted under European Union procurement rules.

Department of Energy contractor Savannah River Mission Completion (SRMC) announced it has awarded four subcontracts worth a total of approximately $20 million to perform key engineering support for the liquid radioactive waste mission at the department’s Savannah River Site near Aiken, S.C. Among the awardees are locally owned businesses and a woman-owned small business.

Westinghouse Electric Company was awarded an engineering contract with Norsk Nukleær Dekommisjonering (NND) to plan the decommissioning of the country’s two nuclear research reactors, located in Halden and Kjeller. The three-year agreement includes options up to six years and is valued at up to $100 million (NOK 1 billion).

Reston, Va.-based Tularosa Basin Range Services (TBRS), a single-purpose entity under the umbrella of Bechtel National, has been awarded the 10-year, $3 billion management and operating contract for the Waste Isolation Pilot Plant (WIPP) by the Department of Energy’s Office of Environmental Management (EM). Located near Carlsbad, N.M., WIPP is the DOE’s geologic repository for defense-generated transuranic waste.

The new contract replaces the current WIPP M&O contract held by Nuclear Waste Partnership, which expires on September 30. The contract with TBRS was announced on July 11.

A joint venture of Jacobs and Oslo-based engineering company Multiconsult Norge have been selected by Norsk Nukleær Dekommisjonering (NDD) to plan the decommissioning of Norway’s nuclear facilities. NDD is the state-run enterprise responsible for the decommissioning of Norway’s nuclear facilities and radioactive waste management.

The Department of Energy’s Office of Environmental Management (EM) has awarded CAST Specialty Transportation a contract to provide transportation services for the Waste Isolation Pilot Plant, the DOE’s repository for defense-generated transuranic (TRU) waste near Carlsbad, N.M.

The Department of Energy’s Office of Environmental Management (EM) last week began accepting bids for the contract to manage the Portsmouth site in Ohio and Paducah site in Kentucky, where the former uranium enrichment plants are being decommissioned and remediated.

The final request for proposals for the Portsmouth Paducah Project Office’s Operations and Site Mission Support (OSMS) contract were issued by EM on March 25. The new contract, which has an estimated value of $2.9 billion over the 10-year performance period, will replace an existing contract currently held by Mid-America Conversion Services.

The National Nuclear Security Administration announced last week that it is canceling its November 2020 contract solicitation for management and operation of the Pantex Plant and Y-12 National Security Complex and terminating the contract award announced in November 2021 for the two sites. The NNSA intends to hold two new competitions for separate contracts to manage each site.

The Department of Energy has issued a request for proposals for the fabrication and testing of a prototype eight-axle railcar to carry the nation’s spent nuclear fuel and high-level radioactive waste. The heavy-duty, flat-deck railcar design known as “Fortis” received approval from the Association of American Railroads (AAR) in January 2021 to proceed to building and testing.

The Department of Energy’s Office of Environmental Management (EM) has awarded Savannah River Mission Completion (SRMC), of Lynchburg, Va., the Integrated Mission Completion Contract at the Savannah River Site near Aiken, S.C. The single-award, master indefinite delivery/indefinite quantity contract has an estimated contract ceiling of approximately $21 billion over a 10-year ordering period, with cost-reimbursement and fixed-price task orders to define the contract performance.

The Department of Energy’s Office of Environmental Management (EM) has awarded a 10-year, $8.3 billion contract to United Cleanup Oak Ridge (UCOR), of Germantown, Md., for the cleanup of the Oak Ridge Reservation in Tennessee, including the Y-12 National Security Complex, Oak Ridge National Laboratory, and the East Tennessee Technology Park (ETTP).

The Department of Energy’s Office of Environmental Management (EM) has issued a final request for proposal (RFP) for the Hanford Integrated Tank Disposition Contract, a 10-year, $45 billion deal to oversee waste tank operations at the DOE’s Hanford Site near Richland, Wash. Proposals are due by December 20.
