The Society’s vision of the future of scholarly publishing

Like many researchers, I long ago recognized the significance of debates about open access (OA) publishing. However, I did not become too deeply involved, knowing that I alone could not directly influence any outcomes.

Recently, two things changed

The first was the memo from the White House Office of Science and Technology Policy (OSTP)—commonly referred to as the Nelson memo—issued in August last year. In it, grant recipients are guided to provide immediate public access to research papers and data resulting from federally funded research. The second was my election as president of the American Nuclear Society. During my term from June 16, 2022, through June 15, 2023, I faced very concrete decisions that led to the recent launch of ANS's latest publishing venture, Nuclear Science and Technology Open Research (NSTOR).

The “The State of Nuclear” panel discussion on June 13 at the 2023 American Nuclear Society Annual Meeting focused on how geopolitical issues are affecting federal, state, and international laws, regulations, and funding regarding nuclear technology. The discussion was chaired by ANS Executive Director/CEO Craig Piercy.

EnergySolutions sets its sights on nuclear new build

EnergySolutions is to explore options for building new nuclear facilities at company-owned sites, such as Wisconsin’s Kewaunee site, currently being decommissioned.

Utah-based decommissioning company EnergySolutions has entered the early phases of exploring the possible use of former nuclear sites acquired by the company, such as the closed Kewaunee nuclear power plant in Wisconsin, as potential locations for future new nuclear generation sites.

Environmental attorney Robert F. Kennedy Jr., the 69-year-old son of the late Senator Robert F. Kennedy, has launched a campaign for the 2024 Democratic Party’s presidential nomination, and he has been voicing his views on a wide range of issues in numerous interviews and podcasts.

Kennedy spoke with tech mogul Elon Musk in one recent online discussion, a roughly two-hour livestreamed event hosted by Musk on the Twitter Spaces platform on June 5 (and later posted on YouTube). Titled “Reclaiming Democracy,” the event, which was moderated by tech investor and Musk’s friend David Sacks, garnered 2.6 million listeners, according to the tally on the recording posted on Kennedy’s Twitter page.

ANS Diversity and Inclusion Committee to host webinar on policy impacts on nuclear workforce

The American Nuclear Society Diversity and Inclusion in ANS Committee (DIA) is offering a webinar open to both members and nonmembers on the subject of “The Impact of National, State, and Local Policies on the Nuclear Workforce.” This roundtable discussion, to be held June 29, will explore the impact that national and state policies have on recruiting and retaining a strong nuclear workforce. Although national policy and the advancement of nuclear technology have always gone hand-in-hand regarding regulatory concerns for novel reactor designs or waste form and repository policy, the evolution of state and local policies is affecting the workforce in different ways with a younger and growing workforce.

Focused Energy and Xcimer Energy: DOE’s inertial fusion pilot picks

Focused Energy and Xcimer Energy are two of the eight fusion developers the Department of Energy selected in late May for funding under the public-private Milestone-Based Fusion Development Program, and the only developers using an inertial confinement concept. The Milestone program, announced in September 2022, was open to any fusion developer willing to undergo a competitive merit-review process, regardless of fusion confinement concept. But the prospects for inertial fusion concepts might have gotten a boost from Lawrence Livermore National Laboratory’s December 2022 achievement of scientific breakeven at the National Ignition Facility (NIF), which was announced shortly before the application window for the Milestone program closed.

San Onofre Nuclear Generating Station: A brief history

Ten years ago this month, on June 7, 2013, Southern California Edison (SCE) communicated the decision to permanently shutter the San Onofre Nuclear Generating Station (SONGS). The decision set in motion the decommissioning of a plant that had provided steady baseload power for the region since 1968 during a period of tremendous growth in the western United States. In the end, issues presented by the planned replacement steam generators that were intended to support future plant operations proved too large of a hurdle, and the plant was forced to retire.

Advanced reactor risk management creates awareness, assessment, and action on issues of uncertainty to ensure safe, cost-effective, and on-schedule deployment of advanced reactors. It requires people, processes, and tools to identify and assess risks both qualitatively and quantitatively.

For safety risk, this requires characterizing how advanced reactor features such as natural convective cooling may reduce or retire risks. It also includes identifying and assessing new risks that may be introduced by advanced reactor features. Retired and reduced safety risks include certain loss-of-coolant accidents because the pumps and piping systems associated with these accident scenarios are eliminated. New safety risks that may be introduced include resuspension of fission products due to the higher containment aspect ratios that some advanced reactors have. New transportation risks may arise in the case of irradiated microreactors after service. Hence, advanced reactor risk assessments should include a mechanistic assessment of the net effect of the retired and new risks to quantitatively characterize overall plant safety. This may be achieved with probabilistic risk assessment procedures and tools.

World Astatine Community expands access to cancer-fighting At-211

The World Astatine Community (WAC) was formed earlier this year during the 12th International Symposium for Targeted Alpha Therapy by representatives from the United States, Japan, and the European Union to share astatine production technology and advance science and health care. The National Isotope Development Center (NIDC), which is managed by the Department of Energy’s Isotope Program (DOE-IP), announced the news on June 15 and explained how the United States plans to help expand the global supply of astatine-211.

New senior manager of STEM programs begins at ANS

The American Nuclear Society is invested in growing the nuclear community through its K-12 STEM programs like the STEM Academy and Navigating Nuclear. Craig Piercy, ANS Executive Director/Chief Executive Officer, noted that when he speaks with engineering and technology students, “Most of them chose to go into nuclear because they believe in the power of the technology to help people. So, the core question is this: How do we inspire and educate a new, larger generation of professionals? It has to start at the K-12 level.”

To further this goal, the Society has brought on Uchenna Ezibe as senior manager of STEM programs. Ezibe, who has spent his career in education or STEM program management, has a clear passion for STEM education and a natural curiosity about nuclear science and technology and is very excited to help grow ANS’s educational programs.

Holtec uses patented lift system to speed Indian Point decommissioning

Holtec International has said its patented HI-LIFT crane technology, being installed at the Indian Point-3 nuclear power plant, will speed the defueling of the spent nuclear fuel pool and avoid millions in excess decommissioning costs.

DOE awards $56 million for nuclear energy  R&D at universities and national labs

The Department of Energy announced more than $56 million for 68 nuclear energy projects and student innovation awards across the country on June 15. The projects will support nuclear technology development, early career faculty research activities, and student research at 35 U.S. universities and one national laboratory. Since 2009, the DOE’s Office of Nuclear Energy (DOE-NE) has awarded more than $992 million to advance nuclear energy research and train the next generation of nuclear engineers and scientists.

SMR survey suggests low awareness but high acceptability

The latest National Nuclear Energy Public Opinion Survey by Bisconti Research, conducted from April 28 to May 5, indicated little awareness of small modular reactors (SMRs). Of 1,000 adults in the United States who were surveyed, only about 20 percent answered “yes” to the question “Have you heard anything about advanced-design nuclear power plants called Small Modular Reactors (SMRs)?” Sixty-seven percent answered “no,” and 14 percent responded “not sure.”

ANS responds to DOE’s funding award for consent-based siting

American Nuclear Society Executive Director/Chief Executive Officer Craig Piercy responded to the Department of Energy’s awarding the Society about $2 million to lead a team of universities in developing a replicable model for community engagement on nuclear storage, saying the work will help the DOE determine what consensus decision-making looks like in the siting process for facilities storing commercial spent nuclear fuel and high-level radioactive waste.

Six firms unite for SMR deployment in Central & Eastern Europe

Six companies—NuScale Power, Romania’s nuclear plant operator Nuclearelectrica, E-Infra, Nova Power & Gas, Fluor Enterprises, and Samsung C&T Corporation—signed a memorandum of understanding on June 13 to collaborate on the deployment of NuScale’s VOYGR small modular reactor plants in Central and Eastern Europe, starting with Romania.
