Grace Stanke, a nuclear engineering student at the University of Wisconsin–Madison who has partnered with ANS to promote nuclear energy, has been crowned as Miss America 2023. After competing in the three-night competition at the Mohegan Sun casino in Uncasville, Conn., as the reigning Miss Wisconsin, Stanke was honored with the iconic crystal crown and a $50,000 scholarship on December 15. During her year-long reign as Miss America, she will also receive a six-figure salary and other benefits as she travels thousands of miles a month to represent the Miss America Organization and to continue advocating for nuclear energy.

During the past year, Stanke’s work with ANS has included writing articles for Nuclear Newswire about her visits to nuclear facilities in Wisconsin and about misconceptions regarding nuclear energy. She also posted a two-part video about nuclear fusion on the ANS Instagram page.

NRC proposes fine on Connecticut medical center

Bill to return U.S. to a nuclear energy leadership position advances

The International Nuclear Energy Act (S. 4064), a bill aimed at developing a strategy to counter the growing influence of Russia and China on the global nuclear export market, was reported favorably out of the Senate Foreign Relations Committee on December 7.

The measure was introduced in April by Sens. Jim Risch (R., Idaho), the committee’s ranking member, and Joe Manchin (D., W.Va.), chairman of the Senate Energy and Natural Resources Committee.

Dutch plan more reactors at Borssele

How a nuclear victory at COP27 started with a teen and a text

As Seth Grae was preparing to return home from COP27, where he attended as an American Nuclear Society delegate, he had no idea that he was about to be part of a last-minute win for nuclear energy. Grae, the founder and chief executive officer of Lightbridge Corporation (NASDAQ: LTBR), felt that the nuclear industry had exceeded expectations at the two-week conference in Sharm el-Sheikh, Egypt. The first-ever International Atomic Energy Agency pavilion dedicated solely to nuclear energy was buzzing with delegates eager to educate the public. But hours before COP27 was to end, Grae received a text—the message of which would end up reaching the conference negotiation room.

The text came from a delegate, a teenager from Sweden who spotted an issue with the preliminary draft of the final COP27 decision.

Anti-poaching system adapted for vehicle recognition

A technology developed to prevent poachers from killing endangered African species is being adapted by researchers at Oak Ridge National Laboratory to recognize individual motor vehicles. The capability could help secure checkpoints and track nuclear materials, among other uses.

Savannah River closes liquid waste structures in place

Two previously radioactive structures have been successfully entombed at the Department of Energy’s Savannah River Site in South Carolina. The DOE’s Office of Environmental Management and the Savannah River Mission Completion (SRMC), the DOE’s liquid waste contractor at SRS, placed concrete over and around two concrete structures—called diversion boxes—that contain a series of connection points that allowed high-level radioactive waste to be transferred from one tank or facility to another.

The two boxes have been out of service for more than 30 years. As part of the closure process, both structures were previously filled with grout, rendering them inoperable.

The boxes were the first ancillary structures closed in this way under SRMC’s liquid waste contract. They are located in the F Tank Farm, a grouping of large underground waste-storage tanks. The liquid waste program at SRS has closed eight of the site’s 51 massive waste tanks by filling them with cementitious grout.

Jigar Shah talks about the DOE’s Loan Programs Office

American Nuclear Society executive director/chief executive officer Craig Piercy interviewed Jigar Shah, the director of the Department of Energy’s Loan Programs Office (LPO), in an ANS members-only online event on December 7. Shah and Piercy discussed the LPO’s role in assisting the U.S. nuclear energy industry both domestically and internationally in working toward the decarbonization of the power sector. The interview served as a follow-up to Shah’s article in Nuclear News, “Deploy, deploy, deploy: Achieving our climate goals requires nuclear this decade” (November 2022, p. 12).

Shah’s expertise: Before becoming LPO director in early 2021, Shah was president of Generate Capital, which he cofounded as an investment and operating platform for sustainable infrastructure, including distributed energy storage, microgrids, fuel cells, electric vehicles, and organic waste management. He also founded SunEdison, which pioneered “pay as you save” financing for solar energy. In addition, he was the founding CEO of the Carbon War Room, a nonprofit organization that helps entrepreneurs address climate change.

New Mexico tightens restrictions on WIPP permit renewal

The New Mexico Environment Department (NMED) is adding several conditions to the operating permit for the Department of Energy’s Waste Isolation Pilot Plant (WIPP) near Carlsbad, N.M. The permit changes, which would prioritize the disposal of transuranic (TRU) waste generated in the state and limit the repository’s capacity, are contained in a fact sheet the NMED.

It’s official: Early in the morning on December 5 at Lawrence Livermore National Laboratory’s National Ignition Facility (NIF), the laser-triggered implosion of a meticulously engineered capsule of deuterium and tritium about the size of a peppercorn yielded, for the first time on Earth, more energy from a fusion reaction than was delivered to the capsule. The input of 2.05 megajoules (MJ) to the target heated the diamond-shelled, spherical capsule to over 3 million degrees Celsius and yielded 3.15 MJ of fusion energy output. The achievement was announced earlier today by officials and scientists representing the Department of Energy and its National Nuclear Security Administration, the White House, and LLNL during a livestreamed event.

Germany’s winter to wonder “What if . . . ?”

Meteorological winter is here, and a chill is gripping northern Europe. Predictably, renewable generation has entered a seasonal lull and heating demand is up, despite a push to conserve natural gas, which means electricity and gas bills are up too. With a grudging nod to reality, German chancellor Olaf Scholz ensured in October that Germany’s three remaining nuclear power reactors will provide a few more months of clean, reliable power. Their premature closure, once scheduled for December 31, is now expected by April 15, 2023.

Hanford facilities upgrading to support tank waste treatment

Construction of a backup load-in station has been completed at the Hanford Site’s Effluent Treatment Facility (ETF) in Washington state.

“We broke ground on the backup facility about a year ago,” said Rob Wood, project manager for Washington River Protection Solutions, the Department of Energy’s tank operations contractor at the site. “I am proud of the team for completing this portion of the load-in expansion project and doing it safely. In phase two, expansion of the main load-in station will prepare us for 24/7 operations on the Hanford Site.”

In late 2015, we heard rumors that Diablo Canyon was under threat of premature closure. As details emerged, we realized the situation was dire—similar stories were emerging around the country and the world. Nuclear plants were shutting down early for reasons that had nothing to do with plant conditions or operations, but because of politics and poor public perception.

We started brainstorming possible ways we could help, then realized our efforts had to be about more than just one plant. We knew we were in a bit of a unique position. There aren’t a whole lot of women in our industry—­especially not hippie environmentalist moms. Our story is interesting in that we were initially skeptical about nuclear power, asked questions over many years, and eventually changed our minds to support it.

Rep. Donalds calls for end to regulations hampering microreactor development

“I wholeheartedly believe that utilizing nuclear energy—specifically advanced nuclear microreactors—could have made a positive difference for Florida’s 19th District in many ways,” wrote Rep. Byron Donalds (R., Fla.) in an op-ed about Hurricane Ian that appeared in the Floridian on December 5. Donalds noted that Ian, which struck southwest Florida (the location of his congressional district) on September 28, 2022, was an “unforgettable storm” that caused “heart-wrenching devastation” to the area but that “the deployment of microreactors throughout Southwest Florida could have: (1) reduced disaster-related mortality; (2) reduced direct disaster-related economic loss; and (3) reduced the overall disruption of basic services stemming from Hurricane Ian’s devastation.”

Microreactor technology and benefits: Donalds offered his readers a brief lesson on nuclear microreactors, explaining that they are “small, versatile, and extremely reliable pieces of innovative technology” that put to rest common public concerns about nuclear energy related to “large smokestacks, nuclear waste, and nuclear meltdowns.”

First unit at Shin-Hanul begins commercial operation

Unit 1 at South Korea’s Shin-Hanul nuclear power plant entered commercial operation last week, Korea Hydro & Nuclear Power has announced. The 1,340-MWe APR-1400—designed by KHNP and parent firm Korea Electric Power Company—achieved initial criticality on May 22 of this year and was connected to the grid on June 9.

X-energy to become publicly traded company

X-energy, a developer of small modular reactors and nuclear fuel technology, has entered into a definitive business combination agreement with Ares Acquisition Corporation (AAC). As a result of the agreement, X-energy will become a publicly traded company, a status that is expected to boost its growth strategy, investment opportunities, and financial flexibility. In addition, X-energy will receive differentiated sponsorship by Ares Management Corporation, which describes itself as a “leading global alternative investment manager.” The transaction is expected to be finalized in the second quarter of 2023.

“Nuclear popcorn” study gives insights into strong nuclear force

A study published recently in the American Physical Society journal Physical Review C reveals new findings about the strong nuclear force, the mysterious fundamental force that holds together the protons and neutrons of the atomic nucleus. Experiments conducted at Argonne National Laboratory have shown how the round, heavy nuclei of the nickel-64 isotope (containing 28 protons and 36 neutrons, making it the heaviest stable Ni isotope) changed into one of two shapes—either like a doorknob or a football—depending on the amount of energy exerted on it. A summary of the research on the Phys.org website compares the nuclei shape change to popcorn kernels changing shape when heated in a microwave.
