DOE seeks proposals to build and test high-tech railcar for spent nuclear fuel

The Department of Energy has issued a request for proposals for the fabrication and testing of a prototype eight-axle railcar to carry the nation’s spent nuclear fuel and high-level radioactive waste. The heavy-duty, flat-deck railcar design known as “Fortis” received approval from the Association of American Railroads (AAR) in January 2021 to proceed to building and testing.

A new respiratory protection course at the Department of Energy’s Hanford Site near Richland, Wash., features an “escape room” in which employees wear supplied-air equipment while they answer questions, discover clues, and solve puzzles in a simulated work environment.

DOE’s Environmental Management Office sets out 2022 cleanup priorities

The Department of Energy’s Office of Environmental Management (EM) has established its key priorities for calendar year 2022, covering planned cleanup, project construction, acquisition, and other important accomplishments to advance the office’s environmental and risk-reduction mission. EM is responsible for handling the nation’s Cold War environmental legacy resulting from five decades of nuclear weapons production and government-sponsored nuclear energy research.

“Our many accomplishments in 2021 positioned EM to achieve an equally challenging slate of priorities in 2022,” said EM senior advisor William “Ike” White. “Our 2022 priorities underscore our goals to accomplish cleanup that is safe and protective of our workforce, the public and the environment, and in a manner that is transparent to the communities that host and support our sites.”

Hanford completes cleanup at Plutonium Finishing Plant

Department of Energy contractor Central Plateau Cleanup Company recently completed final demolition activities at the Hanford Site’s former Plutonium Finishing Plant, which was once one of the most hazardous facilities in the DOE’s Office of Environmental Management (EM) cleanup complex.

Hanford evaporator prepares for tank waste treatment

As the Department of Energy's Hanford Site prepares for around-the-clock operations for tank waste disposal, workers at the site's 242-A Evaporator are upgrading equipment used to remove water from the tank waste and the systems that transfer waste to and from large underground containers. The upgrades will also extend the evaporator’s service life.

DOE affirms its interpretation of high-level waste

With a notice published in the December 21 Federal Register, the Department of Energy has affirmed its interpretation of the statutory term “high-level radioactive waste” to mean that not all wastes from the reprocessing of spent nuclear fuel are HLW. The DOE said it interprets the statutory term such that some reprocessing wastes may be classified as non-HLW and may be safely disposed of in accordance with its radiological characteristics.

NRC approves transfer of Palisades, Big Rock Point to Holtec for decommissioning

The Nuclear Regulatory Commission has approved the transfer of the Palisades nuclear power plant licenses from Entergy Nuclear Operations to Holtec International, as owner, and Holtec Decommissioning International (HDI), as decommissioning operator. Holtec and HDI intend to decommission the single-unit pressurized water reactor, located in Covert, Mich., under an accelerated schedule.

Proposed D&D rule expected to be published in early 2022, NRC says

The Nuclear Regulatory Commission expects to publish its proposed rulemaking for nuclear power reactors transitioning to decontamination and decommissioning in early 2022, according to Patricia Holahan, director of the NRC’s Division of Decommissioning, Uranium Recovery, and Waste Programs. Holahan spoke during the December 1 opening plenary session of the topical meeting, Decommissioning, Environmental Science and Remote Technology 2021, held in conjunction with the 2021 ANS Winter Meeting and Technology Expo.

On November 3, the NRC commissioners approved the publication of the proposed rule in the Federal Register, subject to edits and comments by the commissioners. According to Holahan, who also serves as special assistant to the director of the NRC’s Division of Rulemaking, Environmental, and Financial Support, the NRC staff will incorporate the commission-directed changes into the proposed rule before it is published in the FR. The new rule is intended to make the decommissioning process more efficient by reducing the need for license exemptions and amendments.

Idaho site marks 30 years of cleanup

When the Department of Energy, the state of Idaho, and the Environmental Protection Agency signed a federal facility agreement and consent order in December 1991, the agencies outlined a plan to investigate and clean up, if necessary, more than 500 individual waste areas within the 890-square-mile Idaho National Laboratory (INL) Site, which was established in 1949 to design, build, and test nuclear reactors.

The Department of Energy has restarted its consent-based siting process for identifying sites to store the nation’s spent nuclear fuel. Yesterday, the DOE issued a request for information that “will be used to further develop DOE’s consent-based siting process and overall waste management strategy in an equitable way.”

DOE begins commissioning of Hanford’s WTP

Having completed all startup testing of components and systems, the Waste Treatment and Immobilization Plant (WTP) at the Hanford Site near Richland, Wash., has moved to the commissioning phase, the Department of Energy’s Office of Environmental Management (EM) announced last week. During the commissioning phase, the final steps will be taken to prepare for the vitrification of radioactive and chemical waste as part of Hanford’s Direct-Feed Low-Activity Waste (DFLAW) program.

Humboldt Bay officially decommissioned, site released for unrestricted use

The license for Pacific Gas & Electric Company’s Humboldt Bay Unit 3 nuclear power plant near Eureka, Calif., has been terminated by the Nuclear Regulatory Commission, and the site has been released for unrestricted use. A 65-MWe boiling water reactor plant, Humboldt Bay-3 operated commercially from 1963 to 1976.

In a prerecorded video speech to last week’s Decommissioning Strategy Forum in Summerlin, Nev., Nuclear Regulatory Commission commissioner David Wright addressed public concerns about the growing number of utilities transferring their nuclear power reactor licenses to outside companies for accelerated decontamination and decommissioning after plant closure.

“While the NRC’s reactor decommissioning financial assurance program considers the potential for non-utility companies to conduct decommissioning, we have heard concerns about the use of these new license transfer models, given the significant acceleration of decommissioning schedules and withdrawals from decommissioning trust funds,” Wright said in his November 1 speech.

Search for next Savannah River M&O contractor delayed

Mega-volume disposal unit to begin operation at Savannah River Site

DOE liquid waste contractor Savannah River Remediation is moving forward with Saltstone Disposal Unit projects to support the Salt Waste Processing Facility at the Savannah River Site.

The Department of Energy’s Office of Environmental Management (EM) has authorized the use of a second mega-volume saltstone disposal unit (SDU) at the Savannah River Site in South Carolina. Savannah River Remediation (SRR), EM’s liquid waste contractor at SRS, received Critical Decision-4 for Saltstone Disposal Unit 7, marking the final step in the approval process before beginning operations.
