Energy and security company IP3 has announced an agreement with Green Energy Partners (GEP), a property and project development firm, to pursue clean energy projects by establishing the Surry Green Energy Center “to implement innovative commercial plans targeting baseload and industrial energy needs in Virginia.”

ADVANCED REACTOR MARKETPLACE

International SMR collaboration launched

The nine member states of the International Nuclear Regulators’ Association (INRA)—Canada, France, Germany, Japan, South Korea, Spain, Sweden, the United Kingdom, and the United States—have agreed to collaborate on the generic design assessment and licensing of small modular reactor technologies. According to a statement released by the organization, the internationally standardized reactor designs would aid in the facilitation of efficient regulatory reviews, although local issues such as siting and environmental factors must be addressed by national regulatory agencies. The INRA members expressed their support for the International Atomic Energy Agency’s Nuclear Harmonisation and Standards Initiative, but they stressed that independent, national regulatory reviews should not be replaced by an international approach.

Canadian nuclear tech firm Terrestrial Energy has signed a manufacturing and supply contract with Springfields Fuels Limited—a Britain–based subsidiary of Westinghouse Electric Company—for the design and construction of an Integral Molten Salt Reactor (IMSR) fuel pilot plant.

In an August 3 press release, Terrestrial said that Springfields’ reactor fuel manufacturing facility has extensive existing infrastructure available to support the fuel supply for IMSR development and is scalable to support a fleet of IMSR plants operating in the 2030s. Located near Preston, Lancashire in northwestern England, the Springfields facility is the only site in the United Kingdom for nuclear fuel manufacturing.

Advanced nuclear technology firm TerraPower announced today the selection of four suppliers to support its Natrium reactor demonstration project, in development near a retiring coal plant in Kemmerer, Wyo.

Denmark’s Seaborg Technologies and Norsk Kjernekraft (aka Norwegian Nuclear Power) have signed a letter of intent to investigate the possibility of deploying Seaborg’s 100-MWe compact molten salt reactor (CMSR) in Norway.

Promising a “massive revival of nuclear power,” the U.K. government yesterday officially launched Great British Nuclear—an “arms-length” governmental body established to help ramp up the nation’s nuclear capacity to as much as 24 GW by 2050. Alongside, the U.K. announced a GBN-managed small modular reactor competition.

The government of the Republic of Korea and the country’s industrial sector are teaming up to promote the development of small modular reactors. At a launch ceremony for the SMR Alliance, held July 4, the participants announced strategic plans and signed business agreements.

ADVANCED REACTOR MARKETPLACE

Paragon to supply I&C for Xe-100 SMR

Paragon Energy Solutions and X-energy Reactor Company have entered into a preferred supplier agreement by which Paragon will be the exclusive worldwide supplier for three crucial instrumentation and control systems for X-energy’s Xe-100 advanced small modular reactors: the reactor protection system, post-event monitoring system, and neutron instrumentation system. The new agreement builds on an existing partnership between the two companies in the areas of critical safety mechanisms, which also includes Paragon’s HIPS FPGA system.

It is a great time to be American Nuclear Society president. There are very positive articles in Nuclear News and other places on the advances in fusion, nuclear in space, isotopes, and new power plants. It seems that every month the good news keeps building. I am also fortunate to start my presidency after the extraordinary efforts of past presidents Steve Nesbit (2021–2022) and Steven Arndt (2022–2023).

Steve Nesbit created a special committee to make recommendations on the framework of a generic standard for a high-level radioactive waste repository. The excellent work is currently out for review and, once complete, this standard will be a significant step forward for existing and future reactors. When Steven Arndt started as ANS president last year, he said he would prioritize participation and advocacy, and in these regards he has been an outstanding nuclear advocate. He has taken advantage of being able to travel and has attended numerous conferences in person after the past few years of cancelations, postponements, and virtual meetings for ANS and other industry events. At the same time, Arndt has advocated for a Nuclear Worker Certification program. While the program is not yet approved, I believe it is an excellent initiative, particularly now, with so many people coming to the industry who are new to nuclear—and the growing need for more.

Westinghouse Electric Company has submitted to the Canadian Nuclear Safety Commission the first set of vendor design review (VDR) documents for its eVinci microreactor, the Pennsylvania-based nuclear technology firm announced yesterday. In September 2021, Westinghouse signed a service agreement with the CNSC that initiated the VDR.

The Finnish company Steady Energy, a spinout entity from VTT Technical Research Centre of Finland, announced on June 27 that it has raised €2 million in seed funding led by VTT, Yes VC, and Lifeline Ventures. Steady Energy aims to build what it said would be the world’s first reactor-based heating plant by 2030. The company will use the funding to work on research and development to demonstrate the functionality of its LDR-50 plant by building a 1:1 scale mock-up powered by electric heat.

Utah-based decommissioning company EnergySolutions has entered the early phases of exploring the possible use of former nuclear sites acquired by the company, such as the closed Kewaunee nuclear power plant in Wisconsin, as potential locations for future new nuclear generation sites.

Used nuclear fuel and radioactive materials packaging company NAC International has established a Canadian subsidiary with the acquisition of all assets of Niagara Energy Products (NEP). Terms of the acquisition, announced on June 19, were not disclosed.

Six companies—NuScale Power, Romania’s nuclear plant operator Nuclearelectrica, E-Infra, Nova Power & Gas, Fluor Enterprises, and Samsung C&T Corporation—signed a memorandum of understanding on June 13 to collaborate on the deployment of NuScale’s VOYGR small modular reactor plants in Central and Eastern Europe, starting with Romania.

This year, the nuclear power industry is seeing a renewed mandate to innovate and supply carbon-free energy for a range of applications. These new reactor designs feature new fuel forms, expanded thermodynamic ranges, and different operational paradigms. The trend toward smaller designs is anticipated to dramatically reduce siting requirements and enable applications of nuclear heat more customizable to commercial use. This has many vendors and operators imagining creative ways to optimize reactor economics in an unpredictable energy market.

The existing U.S. nuclear fleet has benefited from experience and research generated in research and test reactors around the country. As our industry reinvests in innovation, it will once again turn to many of the same reactors. Those reactors—and the groups such as the National Organization of Test, Research, and Training Reactors (TRTR) that formed to support them—have their own history of innovation.

When people think of the deployment of advanced nuclear reactors in the United States, they might imagine something far into the future, with countless steps between concept and reality. But those steps are becoming strides, and the finish line is rapidly drawing closer.

This will be my last column in Nuclear News as president of the American Nuclear Society. Where has the year gone? For me and for all of us in the nuclear community it has been an exciting and productive 12 months. We have cheered the decision to extend Diablo Canyon operations, witnessed fuel loading and—hopefully by the time the June issue of NN is out—the start of commercial operations of Unit 3 at Vogtle, and seen significant strides forward in the licensing and deployment of small modular reactors. Internationally, we have watched the progress in the deployment of new units in the United Arab Emirates and other countries, as well as renewed commitment to nuclear in countries including Japan, South Korea, India, and the United Kingdom. All of this has been a result of both public and private investment in and commitment to nuclear.

Recently, the Inflation Reduction Act and other government actions in the United States have provided opportunities for increased investment in nuclear energy, including production tax credits and investment tax credits.

Looking to add Finland and Sweden to its growing list of potential reactor customers in Europe, Westinghouse Electric Company on June 7 announced the signing of memoranda of understanding with Finnish state-owned energy company Fortum—operator of the two-unit Loviisa nuclear plant—to explore the possibilities of developing and deploying AP1000 and AP300 reactor projects in the two Nordic nations. The MOUs, according to Westinghouse, establish a framework of collaboration for detailed technical and commercial discussions.

Ontario Power Generation—owner and operator of Canada’s Darlington and Pickering nuclear plants—and Poland’s ORLEN Synthos Green Energy (OSGE) have signed a letter of intent (LOI) that builds on the companies’ existing cooperation on the deployment of small modular reactors in Europe, OPG announced last week.

Having worked at the U.S. Department of Energy for a decade (1997–2007) and across the energy sector on the Environmental Business International board for 30 years, I have witnessed firsthand the widely shared opinion that the “next big thing” in nuclear will be small modular reactors for urban centers and to provide both heat and power for a variety of energy-intensive sectors. To meet the decarbonization demands of these urban centers, the current energy landscape is pushing many countries away from a “renewables-only” strategy. For example, the German Energiewende (or “energy turnaround”) formally started around 2000 under then chancellor Gerhard Schroeder to phase out nuclear toward mostly renewables (with natural gas backup imported from Russia). As demonstrated by the 2022 gas supply shock and price spikes, Germany created its own nightmare: They now suffer the highest energy prices in Europe, have an unstable grid, and are forced to use more coal.
