Aalo and Idaho Falls Power reach agreement on potential microreactor siting

Microreactor developer Aalo Atomics and municipal electric utility Idaho Falls Power have developed a memorandum of understanding that could lead to the siting of seven sodium-cooled microreactors and a power purchase agreement for Idaho Falls.

ACU gets permit to build nation’s first molten salt university research reactor

The Nuclear Regulatory Commission issued a construction permit yesterday to Abilene Christian University, giving ACU and its partners the go-ahead to build the Molten Salt Research Reactor (MSRR) facility on its Abilene, Texas, campus. The 1-MWt research reactor is the first molten salt–fueled reactor to get a construction permit from the NRC. After Kairos Power’s Hermes, it is the second non–light water reactor construction permit issued by the NRC.

NRC reviewing 2 unplanned shutdowns at South Texas Project

The U.S. Nuclear Regulatory Commission began a special inspection last week at South Texas Project nuclear power plant into two incidents at the site, which led to separate, unplanned shutdowns of both Units 1 and 2.

  • On May 12, a transformer that supplies off-site power to the station shut down unexpectedly and took Unit 2 off line.
  • On July 24, a fire in an electrical switchyard at the site caused an unplanned shutdown of Unit 1.

I graduated with a degree in mechanical engineering from Imperial College, London, in 1958. Nuclear power was viewed favorably at the time, so I took a 1-year course on the subject. I was then offered fellowships at Cambridge University and the Massachusetts Institute of Technology and thought the latter would be more interesting, so I moved to Cambridge, Mass., to study nuclear engineering. After completing my doctorate in 1964, I joined the American Nuclear Society and took a job with General Electric, then in San Jose, Calif.

In 1967, GE assigned me to explore the use of probability in reactor safety. At that time, the prevailing opinion was that the probability of a severe accident was infinitesimally small and the consequences would be catastrophic.

I recently attended the 2024 Utility Working Conference where, despite the widespread travel disruptions created by Tropical Storm Debby, nearly 600 folks from the U.S. nuclear utility and supplier community had descended on southwest Florida to network, do business, and have a little fun.

The UWC has always been a bit different from other nuclear industry meetings: a little less “happy talk” about the future, a little more “real talk” about the practical challenges facing the industry.

To be sure, the mood on the expo floor was buoyant. Business is good for anyone serving the existing fleet these days. The Inflation Reduction Act’s investment incentives have finally gained traction, which has resulted in utilities taking a more long-term approach to their plant maintenance and uprate projects, which in turn has created bigger opportunities for suppliers.

DOE awards $17 million to answer critical questions with HALEU data

The Department of Energy awarded $17 million on August 30 for 16 experiment and analysis projects expected to yield criticality data that will assist the Nuclear Regulatory Commission in licensing and regulating high-assay low-enriched uranium and the fuel infrastructure—including packaging and transportation containers—required to demonstrate and deploy HALEU-fueled advanced nuclear reactors. Project teams include six national laboratories taking lead roles in partnership with other labs, universities, and multiple industry partners.

NRC agrees to reevaluate seismic risk at Diablo Canyon

I graduated with a mechanical engineering degree from Osmania University in Hyderabad, India, and took up nuclear engineering when I was awarded a scholarship by an organization called His Exalted Highness The Nizam of Hyderabad’s Charitable Trust. That scholarship enabled me to do graduate work at Pennsylvania State University, and I enrolled there in 1966. One of the terms of the scholarship was that I return to India after graduation. Hence, I returned to India in 1972 after receiving my Ph.D. and began working at the Bhabha Atomic Research Centre in Mumbai.

TVA puts $150 million toward SMRs as NRC backs quality assurance plan

The Tennessee Valley Authority’s board of directors approved $150 million in additional funding to continue design work and TVA’s plans for small modular reactors at its Clinch River site near Oak Ridge, Tenn. With that decision late last week and an initial $200 million investment announced in early 2022, TVA has put a total of $350 million toward the development of SMRs at the site.

NRC inspection finds two low-level San Onofre violations

The Nuclear Regulatory Commission noted two low-level regulatory violations during a recent inspection of the San Onofre Nuclear Generating Station, which is currently undergoing decommissioning in Southern California. The violations involved the shipment of two reactor pressurizers from San Onofre to EnergySolutions’ disposal facility in Clive, Utah.

New Ohio board part of momentum for state-driven nuclear development

Ohio Gov. Mike DeWine recently made new appointments—including American Nuclear Society members Raymond Cao of Ohio State University and Alicia Walls of BWX Technologies—to the Ohio Nuclear Development Authority.

The nine-member governor-appointed board was created in June 2023 by state lawmakers aimed at boosting research and development of advanced nuclear reactors, commercial isotope production, and nuclear waste reduction and storage technology. The group has initial funding of $750,000.

NRC certifies NAC’s OPTIMUS-H transportation cask

NAC International announced that the Nuclear Regulatory Commission has certified a highly shielded version of the company’s OPTIMUS (Optimal Modular Universal Shipping) transportation package for radioactive materials and waste. NAC’s OPTIMUS-H is now approved under 10 CFR Part 71 with Certificate of Compliance (CoC) USA/9392/B(U)F-96, effective Aug. 5, 2024.

The OPTIMUS-H CoC follows licensing approvals of the cask in Canada and Australia. Previously, the lightweight version of the OPTIMUS package, OPTIMUS-L, received certification from the NRC and the Canadian Nuclear Safety Commission.

NAC unveiled its first OPTIMUS to the public at the 2020 Waste Management Conference in Phoenix. Since then, NAC has delivered 22 OPTIMUS-L and nine OPTIMUS-H systems to support North American packaging and transportation projects.

NRC issues interim guidance on reactor component disposal

The Nuclear Regulatory Commission is providing guidance to nuclear power plant licensees looking to use decommissioning trust fund (DTF) money to dispose of major reactor components like steam generators and reactor vessel heads while the plant is still operational.

On August 5, the NRC issued the interim staff guidance Use of the Decommissioning Trust Fund During Operations for Major Radioactive Component Disposal (REFS-ISG-2024-01), which provides the NRC staff’s regulatory position regarding the use a reactor’s DTF for the disposal of major radioactive components while the plant is still operational. Under NRC regulations, the DTF may be accessed solely for decommissioning expenses as defined in 10 CFR 50.2, unless an exemption is granted by the NRC.

Construction begins on Kairos’s fluoride salt–cooled test reactor

Earlier today, on a site in Oak Ridge, Tenn., that was formerly home to the K-33 Gaseous Diffusion Plant, Kairos Power marked the start of construction on its low-power demonstration reactor. Named Hermes, the 35-MWt test reactor claims status as the first Gen IV reactor to be approved for construction by the Nuclear Regulatory Commission and the first non–light water reactor to be permitted in the United States in more than 50 years.

New company has big nuclear plans

The recent start-up the Nuclear Company announced plans this month to deploy a series of nuclear reactors by the mid-2030s using a “design-once, build-many approach.”

The venture capital–funded firm wants to use proven, licensed technology and target sites that already have some level of licensing approval from the Nuclear Regulatory Commission to build enough reactors to produce 6 gigawatts of electricity across the country.
