A new study by the Government Accountability Office researched potential impacts of climate change–related hazards on the U.S. nuclear fleet and found clear risks. In the report, which was released to the public last week, the GAO recommends that the Nuclear Regulatory Commission address these possible threats during the licensing process.

PSEG Nuclear LLC announced this week it will pursue subsequent license extensions to keep the three reactors at its Hope Creek and Salem plants operating for an additional 20 years. Both plants had been granted initial life extensions years ago by the Nuclear Regulatory Commission, Salem-1 and -2 on June 30, 2011, and Hope Creek on July 20, 2011.

The U.S. Nuclear Regulatory Commission’s Regulatory Information Conference—“the RIC” as it’s commonly known—is an annual rite of spring for many nuclear energy professionals. Each year, 2,000 industry people crowd into the Montgomery County Conference Center to hear the commissioners give their annual plenary speeches, attend technical sessions on regulatory topics, and kibitz with friends in the expansive foyer during breaks.

And as always, there are two distinct conversations at the RIC: the one that emanates from the stage, and the other that unfurls organically in the hallways. The official conversation is in the public record for anyone to read or watch. The hallway topic du jour this year was Part 53 of Title 10 of the Code of Federal Regulations, of course—specifically, the Staff Requirements Memo (SRM) handed down by the commission the week before that instructed staff to produce a new proposed rule for public comment and set a six-month countdown clock to finish it.

Jupiter

Clyde Peter Jupiter passed away peacefully March 31, 2024, at the age of 95. Born October 31, 1928, in New Orleans, La., Jupiter attended public and parochial schools in New Orleans, graduating from Xavier University in 1948. He was a member of the Alpha Phi Alpha fraternity and was noted as one of the first African Americans to attend Notre Dame University in 1949.

Following graduation, Jupiter pursued a career in the field of physics, where he was renowned for his contributions to nuclear radiation detection and the advancing of nuclear energy. His career in the nuclear field included working for such agencies as the Atomic Energy Commission, Lawrence Laboratories, and the Nuclear Regulatory Commission.

He also served in the U.S. Army from 1954 to 1956 at the Chemical Corps Laboratory, in Fort Detrick, Md.

The 5th Circuit Court of Appeals has vacated Holtec International’s license to build and operate a consolidated interim storage facility (CISF) for spent nuclear fuel near the Waste Isolation Pilot Plant in southeastern New Mexico. The Nuclear Regulatory Commission granted the license for the Holtec facility, called the HI-STORE CISF in May 2023.

TerraPower today submitted its formal construction permit application to the Nuclear Regulatory Commission for the Natrium reactor demonstration project—a milestone submission for the nation’s first commercial advanced reactor of its kind.

The Department of Energy’s Loan Programs Office (LPO) today announced a conditional commitment of up to $1.52 billion for a loan guarantee to Holtec Palisades LLC to finance the restoration and resumption of service of the 800-MWe Palisades nuclear power plant in Covert Township, Mich.

TerraPower officials said last week to expect “dirt moving” at its Wyoming site come June—and for operations to begin there as early as 2030—as it advances plans to build new nuclear in the United States. But 40-plus pages of initial commentary from the Nuclear Regulatory Commission, in the form of a preapplication readiness assessment report, may slow TerraPower’s plans.

Data from the African Development Bank shows that Africans have an electricity access rate of 40 percent—the lowest in the world. This statistic is one I have been hoping to bring more awareness to and positively impact. Since stepping into my role at the Department of Energy’s Office of Nuclear Energy, I have prioritized focusing on Africa, leveraging the opportunity to deepen existing relationships and forge new ones.

Developments in advanced reactor technology are opening the door to all nations and promise to be critical to attaining climate and energy security goals. As we engage various countries on the African continent regarding their desire to pursue nuclear as an important part of their energy mix, Ghana has emerged as a nation that offers a unique partner profile that is aligned with our mission to support emerging markets and build regional leaders while also being motivated by its own sense of urgency in deploying new nuclear.

The Nuclear Regulatory Commission and Idaho National Laboratory are hosting a hybrid event on April 4 to launch a coordinated effort focused on leveraging consensus codes and standards to support deployment of new and advanced reactor technologies.

The meeting will be held from 9 a.m. to 5 p.m. (EDT) at the NRC’s Rockville, Md., headquarters and will be accessible online through Microsoft Teams. Participants must register to attend either in-person or virtually.

Hanson

President Biden announced yesterday his intent to renominate Christopher T. Hanson to be a member and chair of the Nuclear Regulatory Commission.

Hanson was designated NRC chair by Biden in 2021 and was sworn in as a commissioner on June 8, 2020. He is filling the remainder of a five-year term ending on June 30, 2024.

Experience: Hanson has more than two decades of government and private-sector experience in nuclear energy. Prior to joining the NRC, he served as a staff member on the Senate Appropriations Committee, where he oversaw civilian and national security nuclear programs. Before working in the Senate, he was a senior advisor in the Department of Energy’s Office of Nuclear Energy. He also worked in the DOE’s Office of the Chief Financial Officer, where he oversaw nuclear and environmental cleanup programs and managed the department’s relationship with congressional appropriations committees.

Through a trilateral agreement signed last week, nuclear regulatory agencies from the United States, Canada, and the United Kingdom will work together to expedite the licensing of advanced and small modular reactor technologies.

By a narrow vote of 9–7, the 5th Circuit Court of Appeals denied a petition to rehear the court’s 2023 decision to vacate Interim Storage Partners’ (ISP’s) license to build and operate a consolidated interim storage facility for commercial spent nuclear fuel in Andrews County, Texas.

Three climate groups filed a motion for the immediate closure of Diablo Canyon nuclear power plant in California, saying the nuclear plant poses an “unacceptable safety risk.”

The Nuclear Regulatory Commission plans to publish a proposed rule and draft guidance surrounding licenses for advanced reactors—the first regulatory framework developed uniquely for advanced technologies and designs.

NRC staff has been instructed to establish a licensing process for commercial nuclear power plants that is risk-informed, performance-based, and technology-inclusive.

Vistra this week completed its acquisition of Energy Harbor Corp., a move the company announced almost exactly a year ago with a $3.43 billion price tag.

The Nuclear Engineering Department Heads Organization (NEDHO) has been sponsoring Diversity Panels since October 2022, when the inaugural meeting was hosted by the University of Tennessee Department of Nuclear Engineering. The panels were established as a distinguished speaker series by a working group led by Wes Hines, head of the UT Department of Nuclear Engineering, and Todd Allen, a former NEDHO chair and the current chair of the Department of Nuclear Engineering and Radiological Sciences (NERS) at the University of Michigan.

Allen explained that the panels are meant to be “a first step toward improving the diversity of the talent entering the nuclear science and engineering fields.” The idea came from a presentation by Andreas Enqvist, director of the nuclear engineering program at the University of Florida, at the November 2021 NEDHO meeting. According to Allen, Enqvist described “ASEE [American Society for Engineering Education] data on how poorly the nuclear engineering field was doing at getting black students to study nuclear at the B.S. level and, even worse, how few moved from B.S. to graduate programs.”

The U.S. Nuclear Regulatory Commission hosted a public meeting earlier this month for community members to learn more about X-energy’s plans to build small modular reactors at a Dow Chemical plant on the Gulf Coast of Texas.

The Nuclear Regulatory Commission has published Clinton Power Station’s initial license renewal on the agency’s website.

Constellation Energy submitted the application February 14, seeking an extension for the Illinois plant's current operating license from 20 years to 40 years. This would allow the Illinois plant to run through 2047.

The Nuclear Regulatory Commission is asking for feedback on proposed changes to the annual, licensing, inspection, and special projects fees for fiscal year 2024.

The proposed fee rule, published February 20 in the Federal Register, is based on the FY 2024 Congressional Budget Justification as a full-year appropriation, but it has not yet been enacted. The final rule will be based on the NRC’s actual appropriation, and the agency will update the final fee schedule as appropriate.
