The “The State of Nuclear” panel discussion on June 13 at the 2023 American Nuclear Society Annual Meeting focused on how geopolitical issues are affecting federal, state, and international laws, regulations, and funding regarding nuclear technology. American Nuclear Society executive director/chief executive officer Craig Piercy interviewed Jigar Shah, the director of the Department of Energy’s Loan Programs Office (LPO), in an ANS members-only online event on December 7. Shah and Piercy discussed the LPO’s role in assisting the U.S. nuclear energy industry both domestically and internationally in working toward the decarbonization of the power sector. The interview served as a follow-up to Shah’s article in Nuclear News, “Deploy, deploy, deploy: Achieving our climate goals requires nuclear this decade” (November 2022, p. 12).

Shah’s expertise: Before becoming LPO director in early 2021, Shah was president of Generate Capital, which he cofounded as an investment and operating platform for sustainable infrastructure, including distributed energy storage, microgrids, fuel cells, electric vehicles, and organic waste management. He also founded SunEdison, which pioneered “pay as you save” financing for solar energy. In addition, he was the founding CEO of the Carbon War Room, a nonprofit organization that helps entrepreneurs address climate change.

As more than 1,500 meeting attendees were partaking in technical sessions during the 2021 ANS Virtual Annual Meeting, the American Nuclear Society launched a new policy engagement initiative aimed at drawing support for a segment of the Biden administration’s FY 2022 budget request. The initiative, kicked off today by an email to ANS members, urged the members to send letters to their congressional representatives asking for support of advanced nuclear research and development funding.

The final text of the approximately 5,600-page Consolidated Appropriations Act 2021 was released on December 22. While the timing of final passage is still fluid, the Senate was expected to approve it and send it on to President Trump to sign into law, according to John Starkey, American Nuclear Society government relations director.

Below are some key funding highlights from the legislation pertaining to nuclear energy.

The Department of Energy on August 19 announced several awards to research teams applying artificial intelligence and machine learning to fusion energy. The planned total funding of $21 million is targeted at projects with time frames of up to three years; $8 million in fiscal year 2020 funding has already been committed to the work. Delivery of the balance-of-project funding will depend on future congressional appropriations.

“These awards will enable fusion researchers to take advantage of recent rapid advances in artificial intelligence and machine learning,” said Chris Fall, director of the DOE’s Office of Science. “AI and ML will help us to accelerate progress in fusion and keep American scientists at the forefront of fusion research.”

The American Nuclear Society has formed a Task Force on Public Investment in Nuclear Research and Development to assess the R&D needs of the U.S. nuclear technology enterprise and the federal investment required to meet those needs. The task force will identify the overarching objectives of U.S. nuclear R&D and identify specific metrics that can be used to evaluate progress toward those objectives.

The Department of Energy announced on April 28 that the Southern Ohio Diversification Initiative (SODI) and the Southern Nuclear Development LLC (SND) would receive funding for their advanced nuclear technology development projects. The two awards—one to support site preparation for a future domestic advanced reactor demonstration project and the other for an advanced reactor regulatory licensing grant—have a total value of $5.4 million.
