National lab partnerships speed nuclear deployment

“The tools of the academic designer are a piece of paper and a pencil with an eraser. If a mistake is made, it can always be erased and changed. If the practical-reactor designer errs, he wears the mistake around his neck; it cannot be erased. Everyone sees it.”

Many in the nuclear community are familiar with this sentiment from Admiral Rickover. A generation of stagnation in the industry has underscored the truth of his words. But as economies around the world put a price on carbon emissions, there’s a renewed sense of urgency to deploy clean energy technologies. This shifts the global balance of economic competitiveness, and it’s clear that the best path forward for nuclear requires combining the agility of private innovators with the technology and capabilities of national laboratories.

UCOR working to fill Oak Ridge’s cleanup worker pipeline

A significant percentage of the workforce at the Department of Energy’s Oak Ridge Reservation in Tennessee is eligible to retire in the next decade, according to the agency. In an effort to address the potential for a staffing shortage, UCOR, the DOE’s Oak Ridge Office of Environmental Management contractor for cleanup activities at the site, is building a consortium with colleges and universities in the region. The collaboration aims to guide more students toward nuclear-applicable careers to build the next generation of workers for Oak Ridge and the nuclear industry at large.

Commercial nuclear propulsion gaining steam

Core Power, a private maritime technology company based in the United Kingdom, held the international summit New Nuclear for Maritime in Washington, D.C., that brought together leaders and experts to explore the latest opportunities in advanced nuclear applications for the maritime industry. Several American Nuclear Society members were featured on panel discussions, including Jess Gehin, Idaho National Laboratory’s associate lab director for nuclear science and technology.

The United Nations' Climate Change Conference of Parties (COP28) in Dubai, United Arab Emirates, closed on December 13 after debate on a “global stocktake” pushed negotiations a full day past the scheduled end date. Though advocates hoping for a phaseout of fossil fuels were ultimately disappointed and must settle for “transitioning away,” another first—after 30 years of global climate conferences—is the inclusion of nuclear energy among the zero-emissions and low-emissions technologies that still could, if deployment is accelerated, support deep reductions in greenhouse gas emissions to limit global warming to 1.5°C.

Idaho’s IWTU to resume operations in early 2024

The Department of Energy’s Office of Environmental Management said Idaho’s Integrated Waste Treatment Unit (IWTU) is set to resume radioactive liquid waste treatment operations early next year after crews replaced carbon material from two plant vessels. The IWTU was shut down for an unplanned outage on September 6 to address elevated mercury concentrations in the plant’s granulated activated carbon (GAC) beds, according to Defense Nuclear Facilities Safety Board (DNFSB) reports.

Three new inertial fusion energy hubs have distinct, laser-focused missions

The Department of Energy recently announced that it was establishing three inertial fusion energy (IFE) hubs and funding them with a total of $42 million over four years. The leaders of the three hubs selected by competitive peer review—Colorado State University, Lawrence Livermore National Laboratory, and the University of Rochester—all issued press releases touting the attributes and plans of their facilities and their research collaborators on the same day—December 7.

NRC ends probation of Mississippi’s Agreement State regulatory program

According to the NRC, the decision is the result of the agency’s review earlier this year that found the state has made significant progress in addressing several areas of unsatisfactory performance.

Wind and solar droughts can hit during peak grid demand—and last nearly a week

Cloud cover cuts solar generation, and on calm days wind turbines won’t spin. When cloudy and windless conditions coincide for hours or days, the result is called a compound energy drought. Pacific Northwest National Laboratory recently found that these energy droughts can last nearly a week in some parts of the country and that they overlap with periods of peak grid demand more often than would be expected by chance.

Construction of Hermes test reactor approved

Kairos Power has received the go-ahead from the Nuclear Regulatory Commission to build its Hermes demonstration reactor at the Heritage Industrial Park in Oak Ridge, Tenn., making it the first non–light water reactor approved for construction in the United States in more than 50 years.

Holtec loads 2,000th spent fuel cask at Entergy’s ANO

Holtec International announced that it successfully loaded its 2,000th spent nuclear fuel canister this fall as part of the ongoing dry storage campaign at Entergy’s Arkansas Nuclear One (ANO) power plant in Russellville, Ark.

Spent fuel from ANO’s two pressurized water reactors is stored in Holtec’s MPC-37 multipurpose canister, each containing 37 PWR fuel assemblies in a prismatic basket made of Holtec’s Metamic-HT material in an egg-crate configuration. The company’s HI-STORM dry fuel storage systems have been in use at ANO since 2003.

ARC, NB Power, KHNP join to explore global SMR deployment

COP28 is the backdrop for new fuel commitments from the U.S. and allies

Leaders of five nations that collectively represent 50 percent of the world’s uranium conversion and enrichment capacity—the United States, Canada, Japan, France, and the United Kingdom—are making a habit of meeting on the sidelines of global climate talks to pledge their commitment to securing the nuclear fuel supply chain. On December 7 at the Net Zero Nuclear Summit—an event held in Dubai, United Arab Emirates, during the UN Climate Change Conference, or COP28—representatives of those nations announced plans to “mobilize at least $4.2 billion” in government and private investment in enrichment and conversion capacity. The commitment expands on an initial civil nuclear fuel security agreement that the so-called Sapporo 5 reached in April 2023, when they met (as now, on the sidelines) during a G7 Ministers’ Meeting on Climate, Energy, and Environment in Sapporo, Japan.

NRC approves changes to Palisades’ emergency planning requirements

ACU student wants to “impact the energy landscape”

Carson Noack is a busy young man with a clear vision of the future of energy. The 23-year-old undergraduate is slated to receive his bachelor’s degree in mechanical engineering from Abilene Christian University (ACU) in 2024. He’s also a researcher in the university’s Nuclear Energy eXperimental Testing (NEXT) Laboratory, which has been making news with its plans to build the first new research reactor in the United States in more than 30 years—the Molten Salt Research Reactor (MSRR).

New method ensures integrity of Savannah River’s radioactive material containers

Illinois lifts ban on some new nuclear construction

Illinois Gov. J. B. Pritzker returned to the good graces of the nuclear community last Friday, signing H.B. 2473, a bill that partially lifts the state’s decades-long moratorium on new nuclear power builds by permitting the construction of small modular reactors.

Pritzker had vetoed similar legislation, S.B. 76, in August, saying in a veto message that the bill included an overly broad definition of “advanced reactors,” which would “open the door to the proliferation of large-scale nuclear reactors that are so costly to build that they will cause exorbitant ratepayer-funded bailouts.” Pritzker had also asserted that S.B. 76 lacked “regulatory protections or updates to address the health and safety of Illinois residents who would live and work around these new reactors.”

The spirit of international cooperation

This September, I was fortunate to be in Vienna as a delegate to the 67th International Atomic Energy Agency’s General Conference. I will admit, it was strange at first to be in another country while listening to the U.S. Departments of State, Energy, and Commerce all discuss the positive aspects of nuclear and its international influence, but it was a great experience, especially hearing firsthand the enthusiasm of the secretary of energy.

Delegations from Ghana and the Philippines provided an excellent perspective from countries new to nuclear and embracing it. The Philippines’ representative spoke of the many islands that currently depend on diesel generators to provide power, and the need to replace them. A microreactor would be able to replace the generators and provide clean energy for decades. He also talked about how his country had to ship raw metal ore to China for smelting, and how a larger nuclear plant provides the power to smelt their own ore, improving their market. The Ghanian delegation spoke of their interest in nuclear power and small modular reactor technology and how they believe SMRs will provide their industries with safe, reliable power.

Orano completes removal of Crystal River-3 RPV

The cutting and conditioning of the reactor pressure vessel (RPV) and internals belonging to the pressurized water reactor at the Crystal River-3 nuclear power plant in Florida has been completed, the Orano Group has announced. Finished in under two years, removal of the RPV marks the conclusion of the plant’s dismantling and spent fuel management project, which began in 2021.

Crystal River-3 is being decommissioned by Advanced Decommissioning Partners (ADP), a joint venture of Orano and NorthStar Group Services. Duke Energy transferred the licenses for Crystal River-3 to ADP in October 2020 for accelerated decommissioning.

Optimized process: Orano’s Dismantling and Services teams carried out the cutting and conditioning of the reactor vessel and primary circuit components using a patented segmentation process called “optimized segmentation,” according to the company.
