Climate group argues for recycling used fuel in fast reactors

A new report from the environmental advocacy group RePlanet makes the case for recycling used nuclear fuel for use in advanced power reactors. According to the report, What a Waste: How fast-fission power can provide clean energy from nuclear waste, by using current inventories of used fuel and depleted uranium stocks in Europe and the United Kingdom, fast breeder reactors could generate between 600 and 1,000 years of carbon-free electricity for the entire European Union.

Cameco, Bruce Power extend fuel supply pact through 2040

Canadian firms Cameco and Bruce Power have announced a 10-year extension of their long-term exclusive nuclear fuel supply arrangements, securing power generation from the eight-unit 6,507-MWe Bruce nuclear plant through 2040.

U.K. policy paper declares nuclear “critical baseload” of future energy system

With the release last week of the policy paper Powering Up Britain, the U.K. government unveiled its plan to enhance the nation’s energy security and deliver on its ambitious net-zero commitments.

“This document explains how we will diversify, decarbonize, and domesticate energy production by investing in renewables and nuclear, to power Britain from Britain,” writes U.K. secretary of state for energy security and net zero Grant Shapps in the foreword. “It sets out the extraordinary opportunities opening up in technologies like carbon capture, usage, and storage; floating offshore wind manufacturing; and hydrogen, which will not only help us reach net zero but also consolidate Britain’s position as a global leader in green energy. And it details how we will use that leadership to influence energy decarbonization internationally.”

Plan for two additional Natrium units announced

Portland, Ore.–based PacifiCorp—owner of the soon-to-be-retired Wyoming coal plant selected in 2021 as the future site of TerraPower’s Natrium reactor demonstration project—has released its 2023 Integrated Resource Plan, which recommends the addition of two more Natrium units to the company’s generation resource mix by 2033.

At the University of Rhode Island, I initially enrolled as a candidate for an accelerated track to earn bachelor’s and master’s degrees in mechanical engineering, with a minor in nuclear engineering. My objective was to concentrate on reactor power design and join efforts to make nuclear energy safer, more efficient, and less stigmatized.

My plans changed after I attended a guest presentation on high-performance nuclear thermal propulsion (HP-NTP) led by Michael Houts, manager of NASA Nuclear Research at Marshall Space Flight Center. He posted his email address on one of the last slides, so I took a chance and contacted him about potential research opportunities and thesis work. As it turned out, that one little email ultimately led to four NASA-sponsored design projects at URI—two are complete, and two are in progress—as well as my thesis. My research has been on HP-NTP, specifically the centrifugal nuclear thermal rocket (CNTR) design. In that design, liquid uranium is heated to extremely high temperatures in a cylinder that is rotated between 5,000 and 7,000 revolutions per minute as liquid hydrogen passes through the center of the cylinder, where it is heated and expanded, exiting as a propellant while the liquid uranium is retained by centrifugal force.

First step in Rolls-Royce SMR design assessment completed

The United Kingdom’s nuclear regulators—the Office for Nuclear Regulation (ONR), the Environment Agency, and Natural Resources Wales (NRW)—have announced the completion of step one of their generic design assessment (GDA) for Rolls-Royce SMR’s 470-MWe small modular reactor design and the start of step two, which is expected to last 16 months.

First used fuel moved to dry storage at Slovenia’s Krško plant

The first cask of used nuclear fuel was moved to dry storage at the Krško nuclear power plant in Slovenia on April 2, officially marking the storage facility’s commissioning, announced Holtec International, which is conducting the fuel transfer campaign.

According to Holtec, the current fuel loading campaign will consist of a total of 16 of the company’s HI-STORM FW casks being placed in dry storage.

The facility: Plant operator Nuklearna elektrarna Krško (NEK) received the operating license for the dry storage facility, the plant’s first, from the Slovenian Nuclear Safety Administration last October. The Krško facility was built under the management of Holtec’s Civil Design and Construction Department with the assistance of local supply chains, primarily consisting of Slovenian, Croatian, and Italian companies.

With what is learned from the Artemis missions, NASA will take the next giant leap: sending the first astronauts to Mars. This goal is for scientific discovery and the economic and technological benefits that have always come from the space program, but it will also inspire a new generation of explorers: the Artemis Generation.

Contaminated Oklahoma site to be made an EPA priority

The Environmental Protection Agency has proposed adding the Fansteel Metals Superfund site in Muskogee, Okla., to the National Priorities List (NPL), the roster of the nation’s most contaminated sites that threaten human health or the environment. By adding this site to the NPL, the EPA said it can prioritize funding for cleanup and necessary enforcement action.

Bruce Power issues C$600 million in green bonds

Canada’s Bruce Power, operator of Ontario’s eight-unit Bruce nuclear power plant, has announced the issuance of C$600 million (about $446.3 million) in green bonds in support of the company’s net-zero-by-2027 goal. (Investopedia defines green bonds as fixed-income instruments specifically earmarked to raise money for environmentally friendly projects.)

Representatives from the Japan Nuclear Damage Compensation and Decommissioning Facilitation Corporation (NDF) recently visited the Department of Energy's Office of Environmental Management (EM) headquarters in Washington, D.C., and the Hanford Site in Washington state to promote collaboration and provide updates on the status and plans to decommission Japan's Fukushima Daiichi nuclear power plant. The Great East Japan Earthquake of March 11, 2011, caused damage to the plant and surrounding communities. The NDF was created in September 2011 to oversee the decommissioning and cleanup of the plant, which is owned by the Tokyo Electric Power Company.

Unveiled in the Senate on March 30, the legislation is cosponsored by a bipartisan septet of lawmakers: John Barrasso (R., Wyo.), Cory Booker (D., N.J.), Mike Crapo (R., Idaho), Lindsey Graham (R., S.C.), Martin Heinrich (D., N.M.), Mark Kelly (D., Ariz.), and Jim Risch (R., Idaho).

NRC grants made to minority-serving institutions

The Nuclear Regulatory Commission has announced its Minority-Serving Institutions Grants Program (MSIG) awards for fiscal year 2023. Four institutions were granted a total of $997,943: University of North Texas ($400,000 for fellowships), University of Central Florida ($397,943 for fellowships), University of Nevada–Las Vegas ($100,000 for scholarships), and Virginia Commonwealth University ($100,000 for scholarships).

More details about the grants for this year will be posted on the NRC’s grant awards website, where recipients of awards from previous years can also be seen.

NNSA announces progress in Mo-99 production using LEU

After more than a decade of global efforts led by the Department of Energy’s National Nuclear Security Administration, all four major medical producers of the radioisotope molybdenum-99 for the U.S. market are now using low-enriched uranium (LEU) in their production processes instead of high-enriched uranium (HEU), the latter of which presents risks of nuclear weapons proliferation.

HALEU production prep to begin at Savannah River Site

The Department of Energy reported on March 30 that the Savannah River Site’s H Canyon facility recently initiated actions to recycle a small amount of used high-enriched uranium (HEU). SRS is a 310-square-mile DOE site in South Carolina.

The HEU, which is currently stored at the site’s H Area, will be downblended in a few years into high-assay low-enriched uranium (HALEU), which will help to provide fuel for advanced nuclear reactors in the United States.

Vogtle-3 connects to grid

Unit 3 at the Vogtle nuclear power plant has been successfully synchronized and connected to the electric grid, Georgia Power announced on April 1. The unit—one of two Westinghouse-supplied AP1000s at the Waynesboro, Ga., plant’s nuclear expansion site—becomes the first new U.S. power reactor to start up in seven years.
