Alloy 617 is new option for high-temp reactors

When it comes to advanced, high-temperature reactors—using working fluids such as molten salt, high-temperature gases, or sodium—there simply are not many qualified materials for nuclear component construction. Alloy 617 is not a new material, but it made the news after Idaho National Laboratory announced that it was recently added to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code for high-temperature nuclear applications, bringing the total number of qualified high-temperature materials to six.

Vogtle work slows, but start dates remain

Despite its recent decision to trim the workforce at the Vogtle reactor construction project by about 20 percent to better address the COVID-19 pandemic, Southern Company is confident that Units 3 and 4—twin AP 1000 pressurized water reactors—will be up and running according to schedule.

IRE produces first batch of LEU-based Mo-99

Belgium’s National Institute of Radioelements (IRE) announced on April 30 that it has produced its first batch of commercial molybdenum-99 from low-enriched uranium (LEU) targets. The first batch of Mo-99, whose decay product, technetium-99m, is used in nuclear medicine for diagnostic imaging, was produced for the U.S. health market. IRE said that the conversion to LEU represents a key milestone for the institute in the global commitment to end the civilian use of highly enriched uranium (HEU) for the production of Mo-99.

Fact-checking Amazon's new season of Bosch

The latest season of Amazon’s detective series Bosch premiered recently on its streaming service, Prime. The season opens with the murder of a medical physicist and the theft of radioactive cesium, with plenty of drama following as the protagonist tries to solve the murder and end the “catastrophic threat to Los Angeles.” The show is a work of fiction, but let’s take a closer look at the depiction of radiation to sort out the scientific facts.

The setup: The series stars Titus Welliver as Los Angeles Police Department detective Harry Bosch and Jamie Hector as his partner, Jerry Edgar. The first episode of the sixth and latest season begins late in the evening at a Los Angeles hospital. We are shown a nervous-looking medical physicist as he walks into a laboratory, the camera dramatically focusing on the radiation sign on the door. No one else is around as the medical physicist clears out the lab’s inventory of what we find out later is cesium. The physicist then walks the material out of the hospital without anyone giving him a second look.

South Korea completes first vacuum vessel section for ITER

South Korea’s Hyundai Heavy Industries (HHI) has completed work on the first vacuum vessel section for the International Thermonuclear Experimental Reactor (ITER), the ITER Organization reported on April 28. The 440-ton section is now being prepared for shipping this summer to the ITER construction site, located near Saint-Paul-lez-Durance, France.

BWXT makes progress on TRISO production restart

BWX Technologies has announced the successful formation and sintering of uranium oxycarbide (UCO) fuel kernels that, once coated, will make up the fissile core of TRISO (tristructural isotropic) fuel particles. With that process demonstrated, BWXT has shifted the focus of its TRISO production restart to bringing two more furnaces online—an additional sintering furnace, used to apply heat and pressure to a solid fuel kernel, and a coating furnace.

ARC signs on as potential Centrus HALEU customer

High-assay low-enriched uranium (HALEU) is the fuel of choice for many advanced reactor developers, including Advanced Reactor Concepts, which is designing the ARC-100, a sodium-cooled fast reactor. Developers face a potential supply problem, however: The United States has no clear path to build the commercial HALEU production facilities that would be needed to fuel a fleet of advanced reactors. A letter of intent signed by ARC and Centrus Energy, announced on April 28, calls for cooperation on the deployment of a commercial supply of HALEU and could lead to a HALEU purchase agreement for ARC-100 deployments in the late 2020s.

Two projects selected for DOE funding awards

The Department of Energy announced on April 28 that the Southern Ohio Diversification Initiative (SODI) and the Southern Nuclear Development LLC (SND) would receive funding for their advanced nuclear technology development projects. The two awards—one to support site preparation for a future domestic advanced reactor demonstration project and the other for an advanced reactor regulatory licensing grant—have a total value of $5.4 million.

States request review of FERC’s MOPR ruling

The New Jersey Board of Public Utilities (NJBPU), along with the Public Service Commission of Maryland, on April 27 filed a petition with the U.S. Court of Appeals, requesting a review of an April 16 ruling by the Federal Energy Regulatory Commission that largely upheld its December 2019 order regarding PJM Interconnection’s forward-looking capacity auctions. The controversial order instructed PJM to expand its minimum offer price rule (MOPR) to include new and existing energy resources, including nuclear and renewables, that receive state subsidies. PJM operates the largest wholesale competitive electricity market in the country, covering 13 states and the District of Columbia.

DOE issues broad nuclear energy strategy

The long-awaited report from the Trump administration’s Nuclear Fuel Working Group promises immediate support for the front end of the nuclear fuel cycle, but it doesn’t stop there. “This is a road map for what we think needs to be done to not only revitalize, but reestablish American leadership for this entire industry,” said Energy Secretary Dan Brouillette as he introduced the report during a press call on April 23.

DOE offers $12 million for fusion QIS research

The Department of Energy will provide $12 million for research in quantum information science (QIS) for fusion energy and plasma science. The research is expected to focus on a range of topics, including the design of quantum computing algorithms to solve problems in fusion energy, the development of quantum sensing diagnostics for fusion experiments, and the formation of novel quantum materials using high-energy-density plasmas.

Indian Point-2 to power down for good today

Control room operators at Entergy Corporation’s Indian Point Unit 2 will permanently shut down the 1,028-MWe pressurized water reactor today, April 30, after more than 45 years of producing electricity for New York. The remaining operating reactor at Indian Point, the 1,041-MWe Unit 3, is scheduled to be retired exactly one year from now, on April 30, 2021.

DOE explores cost-sharing program for fusion reactors

The Department of Energy’s Office of Science is inviting input on its plan to develop a cost-share program in fusion reactor technologies. A request for information was published in the Federal Register, inviting interested parties to comment on the topical areas, program objectives, eligibility requirements, program organization and structure, public and private roles and responsibilities, funding modalities, and assessment criteria of such an initiative.

Pennsylvania contesting Three Mile Island Unit 2 license transfer

Pennsylvania’s Department of Environmental Protection (DEP) is intervening in the proceeding for FirstEnergy Corporation’s application to transfer the license for Unit 2 of the Three Mile Island nuclear power plant to an EnergySolutions subsidiary for decommissioning. The Pennsylvania DEP filed its petition to intervene in the transfer of TMI-2’s possession only license, along with a request to extend the time to file a request for a hearing, to the Nuclear Regulatory Commission.

NRC launches webpage for COVID-19 exemptions

The Nuclear Regulatory Commission’s Office of Nuclear Reactor Regulation has created a web portal for nuclear reactor licensees to submit regulatory exemption requests related to the coronavirus pandemic. At this writing, the COVID-19 Regulatory Activities for Nuclear Reactors webpage is offering online submissions for 10 CFR Part 26 work-hour exemption requests.

INL seeks input on construction technologies

Battelle Energy Alliance, the managing and operating contractor for Idaho National Laboratory, is seeking an expression of interest (EOI) from industry stakeholders interested in forming a partnership to develop and/or demonstrate advanced construction technologies and processes. The effort would be executed as an initiative of the National Reactor Innovation Center (NRIC) at INL. Battelle announced the EOI on April 17, with a deadline for responses of May 16.

Contractor sought for new Hanford facilities

The startup of tank waste treatment activities at Hanford’s Waste Treatment and Immobilization Plant took a step forward in April with the Department of Energy’s issuing a request for information for the operation of the WTP Direct Feed Low-Activity Waste (DFLAW) facilities. According to the DOE, the RFI solicits input, via capability statements, from potential contractors with the specialized capabilities necessary to meet all of the major elements of scope for the upcoming competitive procurement for the operation of WTP DFLAW facilities, which will treat and vitrify for disposal low-activity waste from underground storage tanks at the Hanford Site near Richland, Wash.
