Dickman also pointed to the key role that Garrish held during 2003–2005 as the principal deputy director for the Office of Civilian Radioactive Waste Management during President George W. Bush’s term.

Background: Garrish’s extensive resume listed on his LinkedIn profile includes positions at the DOE, Maryland’s state energy departments, Annapolis Energy Consulting, Wolverine Nuclear Services, the Nuclear Energy Institute, and engineering company CH2M—where he specialized in export controls work. CH2M is now Jacobs, a professional services company focused on technical, scientific, and project delivery for government and the private sector.
Garrish is president of the board of directors for the United Coalition for Advanced Nuclear Power (UCAN Power). He holds a bachelor’s degree in economics from University of Michigan and a law degree from Wayne State University.
From 1989 to 1994, he also helped create and served as managing partner for Wild Goose Brewery, a popular microbrewery in Easton, Md.
Highlights: The United States Nuclear Industry Council (USNIC), the leading business advocate for advanced nuclear energy, gave Garrish its Lifetime Achievement Award in 2024, citing his extensive work in nuclear in both the government and private sectors.
Also, during his recent DOE role in international affairs, Garrish oversaw two intergovernmental agreements on nuclear with Poland and Romania. In 2021, Garrish was awarded the Lukasiewicz Award for Energy Security from Rzeszów University in Poland, in recognition for his role in solidifying an intergovernmental agreement between the United States and Poland to develop six nuclear plants.
