Robertson to stay on as head of DOE-EM

Candice Robertson will continue to lead the Department of Energy’s Office of Environmental Management and will become office’s principal deputy assistant secretary, the Energy Communities Alliance (ECA) reported on January 28. Robertson was appointed to the EM-1 position in June 2024, replacing William “Ike” White, who was nominated by President Biden to serve on the Defense Nuclear Facilities Safety Board.

Jeff Avery, who served as DOE-EM’s principal deputy assistant secretary, has moved to the National Nuclear Security Administration as the acting associate administrator for management and budget.

Roger Jerrell, who served in the EM office during the President Trump’s first administration, is returning to DOE-EM as a senior advisor. Jerrell most previously served as general counsel for UCOR of Oak Ridge, Tenn.

The announcement: According to the ECA, the leadership changes were announced by Robertson in the following email to DOE-EM staff:

I want to inform you of changes in the EM leadership team. Jeff Avery, EM’s principal deputy assistant secretary (PDAS), has been selected to lead critical functions in NNSA. Under Jeff’s leadership the past two years, EM has delivered significant cleanup progress, improved relationships with tribes, regulators, and stakeholders, and made important organizational enhancements, including the establishment of the chief technical officer. His wealth of experience with all aspects of effective program, project, and resource management will enable him to make an immediate and positive contribution to NNSA’s vital national security missions, and I look forward to working with him in his new role.

“I am pleased to welcome Roger Jarrell back to EM headquarters as a senior advisor. Roger returns to EM after having spent several years working at a variety of DOE sites, including at Oak Ridge. He has a deep knowledge of, and passion for, our mission and is eager to re-engage with the people of EM across the complex. Roger’s advice and counsel will be important as we work to continue to advance cleanup progress not only to reduce environmental risks, but to more broadly enable U.S. jobs, U.S. energy, and U.S. security for the communities near our sites, and our nation as a whole.

“I am honored to continue leading EM and will also assume the duties of the PDAS role.
