Nuclear Criticality Safety
NCSD provides communication among nuclear criticality safety professionals through the development of standards, the evolution of training methods and materials, the presentation of technical data and procedures, and the creation of specialty publications. In these ways, the division furthers the exchange of technical information on nuclear criticality safety with the ultimate goal of promoting the safe handling of fissionable materials outside reactors.

Colin Judge: Testing structural materials in Idaho’s newest hot cell facility
Idaho National Laboratory’s newest facility—the Sample Preparation Laboratory (SPL)—sits across the road from the Hot Fuel Examination Facility (HFEF), which started operating in 1975. SPL will host the first new hot cells at INL’s Materials and Fuels Complex (MFC) in 50 years, giving INL researchers and partners new flexibility to test the structural properties of irradiated materials fresh from the Advanced Test Reactor (ATR) or from a partner’s facility.
Materials meant to withstand extreme conditions in fission or fusion power plants must be tested under similar conditions and pushed past their breaking points so performance and limitations can be understood and improved. Once irradiated, materials samples can be cut down to size in SPL and packaged for testing in other facilities at INL or other national laboratories, commercial labs, or universities. But they can also be subjected to extreme thermal or corrosive conditions and mechanical testing right in SPL, explains Colin Judge, who, as INL’s division director for nuclear materials performance, oversees SPL and other facilities at the MFC.
SPL won’t go “hot” until January 2026, but Judge spoke with NN staff writer Susan Gallier about its capabilities as his team was moving instruments into the new facility.

Want to learn more about additive manufacturing/3D printing? Join Penn State ANS Members, researchers, and our industrial partners at BWXT and NNL on a journey that covers the entire 3D printing process! By the end of the workshop, attendees should have a basic understanding of 3D printing techniques and how to design to take advantage of additive manufacturing. Attendees should also be able to print their own creations to take home before the end of the conference! Attendees do not need any prior 3D printing experience but should bring a laptop with a modeling software (i.e. Autodesk Fusion, TinkerCAD) installed along with Prusa Slicer. If possible, attendees should also try to have a part/object modeled ahead of time per pre-arrival instructions.

Guha Manogharan
Dr. Guha Manogharan obtained a B.Tech. in Mechanical Engineering at SASTRA University and an MS and Ph.D. in Industrial and Systems Engineering at North Carolina State University. His areas of interest are Additive manufacturing, design for additive manufacturing, biomedical applications of additive manufacturing, hybrid manufacturing, CNC machining, and post-processing of additive manufacturing.
Sagar Jalui
Mr. Sagar Jalui is a Ph.D. student in the Mechanical Engineering program and is pursuing a concurrent MS in Additive Manufacturing and Design program. He has been a part of the RDFL and the SHAPE Lab collaborative team since September 2019. He graduated in May 2019 with a B.Tech. in Mechanical Engineering and an MBA in Technology Management from NMIMS University, Mumbai, India. His interests in AM technologies and Industry 4.0 have enabled him to gather experiences ranging from extrusion-based fabrication of high-grade polymers to binder jetting for neurosurgical applications. His current research focuses on design for Metal-AM, specifically for hot section components of Industrial Gas Turbines.
Jennifer Brennan
Dr. Jennifer Brennan has more than a decade of experience with design and application development for additive manufacturing (AM). Her current role at the Naval Nuclear Laboratory (NNL) involves AM applications development and leading workforce development initiatives for AM. Dr. Brennan is the leader and founder of the Design for AM Subject Professional Area Network (DfAM SPAN) for NNL and Bechtel Plant Machinery, Inc. (BPMI). She is also the host of the AM Seminar Series for the Naval Nuclear Propulsion Program personnel. Dr. Brennan also serves as a mentor within NNL and engages in university outreach as lead for the NNL Advanced Technology Innovation Pipeline Penn State team. Her background includes three degrees in mechanical engineering and previous roles in additive manufacturing application development for organizations in the transportation and energy sectors.
Olivia Harmon
Ms. Olivia Harmon is a Systems Engineer at BWXT Advanced Technologies. She graduated with her B.Sc. in Nuclear Engineering from Penn State University in 2023. Olivia worked as a Maker Space Assistant for an introductory engineering design course during her time at Penn State. Additionally, she interned with the Nuclear Regulatory Commission (NRC) and BWXT AT. During her time at Penn State, Olivia served as Vice President of the 3D Printing Club and was a member of ANS and WIN. In her free time, Olivia likes to take care of her plants, express herself artistically, and make use of her 3D printers.
